OpenAI's Global Affairs team is seeking a Policy and Partnerships Lead to develop and execute the company's public policy and partnerships strategy across Central and Eastern Europe and the Baltics. This senior, high-ownership role sits at the intersection of public policy, government affairs, and partnership building, reporting to the Head of EU Member States Policy & Partnerships.
You will determine where OpenAI should engage most deeply across the region, develop differentiated country strategies, and build trusted relationships with governments, regulators, public administrations, civil society, business, research institutions, and other influential stakeholders. The role involves identifying practical, high-impact opportunities to demonstrate how AI can contribute to economic competitiveness, public-sector modernization, education and skills, security, resilience, and broader societal benefit.
Key responsibilities include: developing and executing regional public policy and partnerships strategy; building and maintaining trusted relationships with senior policymakers and regulators; developing country-specific strategies reflecting local dynamics while advancing OpenAI's European and global priorities; leading engagement on AI and technology policy issues; identifying and developing partnerships and initiatives with tangible regional impact; monitoring political, legislative, and regulatory developments; serving as a bridge between national capitals and Brussels; representing OpenAI in senior-level meetings and forums; preparing OpenAI leaders for stakeholder engagement; and working cross-functionally with Legal, Communications, Product, Safety and Security, Partnerships, and Go-to-Market teams.
Ideal candidates bring deep knowledge of the CEE and Baltics political, institutional, and technology-policy landscape with credibility in at least one priority market; an established network and experience building trusted relationships with policymakers and regulators; understanding of EU policymaking and the interaction between Brussels-level policy and national implementation; strong technology-policy judgment with understanding of AI-relevant issues (privacy, data, competition, copyright, product safety, consumer protection); a track record of translating political relationships into concrete partnerships and initiatives; comfort working across multiple countries and political environments; strong self-direction and ability to manage multiple markets through rapid cycles; ability to build trust while exercising judgment to challenge assumptions; coalition-building skills; and executive presence for representing OpenAI in sensitive, senior-level contexts.
Warsaw is the preferred location. Exceptional candidates elsewhere in CEE or the Baltics may be considered subject to employment feasibility. Relocation assistance is offered. The role involves frequent travel across the region, periodic travel elsewhere in Europe, and occasional travel to the US (approximately three times per year).
