Salary: USD 150,000 - 220,000 / annual
Antora Energy is a clean energy company developing thermal battery technology to deliver affordable, reliable energy to industry, data centers, and the grid. The company is seeking a Manager of State Policy & Government Affairs to lead state-level policy engagement and advocacy across multiple states.
This is a highly external role focused on two strategic fronts: (1) shaping state energy, decarbonization, and industrial policy to create demand for clean industrial heat and power, including long-duration storage procurement, energy policy, large load additions, industrial decarbonization programs, and clean fuel standards; and (2) managing the policy environment in project development states, where siting, permitting, interconnection, incentives, and tax treatment determine project viability.
Key responsibilities include identifying and prioritizing state electrification and decarbonization policies; leading engagement with state energy and storage policy bodies to secure technology recognition; developing and executing state political strategy in project siting states through relationships with governors' offices, legislators, and local officials; pursuing state and local incentives and SALT strategy; supporting project development teams on permitting and tax treatment; selecting, directing, and managing outside lobbyists and consultants; tracking large load addition policies; coordinating with grid/wholesale market and federal policy colleagues; and translating Antora's technology and project economics for regulators, legislators, and coalition partners.
This role does not require people management; success is defined by effective external advocacy and policy outcomes.
REQUIREMENTS:
- 5–10+ years of experience in state energy policy, government affairs, or regulatory advocacy
- Multi-state or regional scope with demonstrated experience working across several states, prioritizing among them, managing travel, and directing lobbyists (single-state experience is unlikely to be a fit)
- Demonstrated ownership of a complex state policy outcome involving multiple stakeholders with diverging interests, novel issues, or heavy technical content
- Strong external presence and comfort representing the company with regulators, legislators, and coalitions
- Experience working with and managing outside lobbyists in multiple states
- Mission alignment with Antora's clean energy work
DESIRED QUALIFICATIONS:
- Direct experience with clean fuel standards, low carbon fuel standards, renewable energy accounting, or RECs
- Familiarity with electricity-side issues: interconnection, storage, large load additions, and state tax and permitting treatment of batteries and industrial equipment
- Experience and credibility working across the political spectrum
- Working knowledge of federal incentives that interact with state programs
- Experience collaborating with commercial and analytical teams on policy economics
