Salary: USD 240,000 - 315,000 / annual
Oscar Health is seeking a VP, Marketplace ICHRA General Manager to lead and scale the Individual Coverage Health Reimbursement Arrangement (ICHRA) business line for Lucie Health Marketplace. Lucie is an all-in-one healthcare storefront enabling consumers, businesses, and employees to customize their healthcare coverage with medical, dental, vision, and supplemental products. This is a critical executive role reporting directly to the President of Lucie, with full strategic and operational ownership of the end-to-end ICHRA business.
Key responsibilities include: developing and executing commercial strategy and go-to-market plans to expand Lucie's ICHRA market share; identifying and managing high-value distribution partnerships with third-party administrators, agents, and employers; serving as the strategic bridge between market demand and product/engineering execution to build a scalable enrollment experience; overseeing B2B marketing, broker training, and automated onboarding workflows; managing financial and operational performance metrics with regular executive reporting; and building, recruiting, and leading a cross-functional team spanning account management, partnership sales, technology, and business operations.
The ideal candidate brings 15+ years of corporate experience with clear progression leading high-growth business units or commercial strategy divisions, plus 5+ years dedicated to health insurance, InsurTech, or employee benefits. Deep operational expertise in ICHRA regulations, defined-contribution health strategies, and individual/group health distribution networks is essential. Proven track record scaling complex business lines or digital platforms from early-stage operations into optimized, repeatable commercial engines is required. Bonus qualifications include prior experience with Enhanced Direct Enrollment (EDE) platforms, FMO/GA networks, or ICHRA administration vendors; familiarity with modern enterprise healthcare technology, digital marketplaces, and data-driven product management; and strong knowledge of CMS guidelines, ACA compliance, and healthcare administration workflows.
