Base Power is a venture-backed energy company deploying distributed battery networks to modernize the electrical grid. As State Government Affairs Manager for Illinois, you will serve as Base's primary legislative advocate at the Illinois State Capitol, responsible for building relationships with legislators, monitoring and analyzing bills, and shaping state energy policy to enable Base's market entry and growth.
You will act as the tactical architect of Base's Illinois legislative strategy, translating complex battery and grid technology into clear, persuasive arguments for non-technical lawmakers. Key responsibilities include: monitoring bills from introduction through passage, drafting testimony for committee hearings, deploying data-driven advocacy to promote technology-friendly energy standards, and distilling legislative developments into actionable intelligence for executive leadership. You will identify and partner with trade associations, NGOs, and industry peers to build coalitions around priority legislation, while coordinating with Base's national policy team to ensure state strategy aligns with broader priorities.
This is a hybrid role based primarily in Austin with significant presence required in Chicago. You will spend your first 4–6 weeks in Austin, then approximately one week per month thereafter to maintain relationships and presence at the statehouse.
You bring significant state government affairs experience with deep knowledge of the Illinois market and General Assembly. Energy regulatory affairs experience is highly valued. You have a proven track record lobbying and negotiating with Illinois legislators and understand how bills move through the statehouse. You excel at translating technical concepts for non-technical audiences, possess strong public-speaking skills, and can operate independently. You are entrepreneurial, comfortable with ambiguity, move fast, and prioritize impact. You are passionate about advancing American energy innovation and grid resilience.
