Cloudflare is seeking a Senior Technical Program Manager to lead the company's strategic Governance, Risk, and Compliance (GRC) program, with initial focus on the Department of Defense Impact Level 4 (IL4) initiative. You will define, align, and drive complex security and compliance programs that reduce risk and enable Cloudflare's regulated business operations. In this role, you will partner with the GRC team as its dedicated technical program manager, leading the integrated IL4 roadmap, milestones, dependencies, and execution cadence. You will connect with stakeholders across the organization through expert communication and diplomacy to maintain alignment and encourage collaboration. Key responsibilities include establishing and maintaining a program operating cadence (roadmap, governance forums, decision log, risk/issue register, communications plan, and executive reporting), building automations and AI agents to handle routine program administration at scale, and utilizing AI platforms to consolidate diverse project streams into unified roadmaps with metrics, status updates, and executive dashboards. You will navigate ambiguity and shifting priorities by identifying tradeoffs early, applying risk-based judgment, and balancing long-term compliance objectives with urgent security needs. The ideal candidate is process-oriented yet flexible and iterative, excels at navigating ambiguous technical challenges, fosters collaboration across teams, and asks insightful questions to drive stakeholders toward measurable results. This position requires managing complex tradeoffs and coordinating teams across global time zones. Cloudflare's Security Technical Program Management team sits at the intersection of engineering, security, and business, defining and driving strategic security programs that reduce risk and advance innovation while partnering to build the best solutions for customers. REQUIREMENTS: - 8+ years of experience in technical program management with a track record of continuous improvement - Experience in cybersecurity or security program management in a technical, fast-moving environment - BS in Computer Science, Information Technology, Information Security, or related field (or equivalent experience) - Proven track record of creating realistic project plans, managing dependencies, and overseeing execution to meet commitments with predictability - Working knowledge of federal cybersecurity and authorization frameworks (NIST SP 800-53, RMF, FedRAMP, DoD SRGs) with ability to translate requirements into program plans and measurable delivery - Proven ability to communicate effectively with stakeholders at all levels, including executives - Hands-on experience or strong competency in leveraging AI productivity tools and development platforms to automate routine program administration, with rigorous human-in-the-loop review of AI output - Comfortable managing tight deadlines, changing priorities, and ambiguity - Proven ability to forge and sustain effective partnerships internally and externally - Strong competency with Confluence, Jira, and various development methodologies - Embraces technology including automation and AI augmentation - Experience working with multiple time zones and cross-functional teams
