CesiumAstro is seeking a Senior Capture Manager to lead business development and proposal efforts for government and commercial opportunities in satellite communications. Reporting to the Director of Business Capture, you will own the full capture lifecycle—from market identification through proposal execution and program handoff.
Key responsibilities include:
• Develop and execute comprehensive business capture strategy to identify and win new business in satellite communications, targeting both commercial and government customers.
• Build and maintain strategic relationships with government agencies, industry partners, and potential customers to understand needs and position CesiumAstro as a preferred provider for communication payloads.
• Conduct market research and competitive analysis to identify trends, customer needs, and expansion opportunities.
• Organize and lead cross-functional proposal teams (Contracts, Program Management, Engineering, Supply Chain, Finance, Manufacturing) to deliver on-time, complete, and compliant proposals.
• Ensure win strategy, technical solutions, win themes, discriminators, and compliance are clearly articulated throughout proposal documents.
• Develop and maintain standard pricing and estimating tools; review BOEs for accuracy, reasonableness, and compliance.
• Manage proposal sign-off packages and support fact-finding, negotiation, and post-award audit activities.
• Lead teams through proposal-to-program execution handoffs, ensuring successful program startup with baselined technical requirements, scope, deliverables, cost, and schedule.
• Work with program managers during negotiations to justify BOEs and construct counter-offers.
• Communicate ROI and business impact across the organization to align teams around opportunity value.
CesiumAstro develops advanced communication systems for satellites, UAVs, launch vehicles, and other space and airborne platforms. The company operates in a dynamic, cross-functional environment emphasizing hands-on, autonomous work.
REQUIREMENTS:
• Bachelor's degree in Electrical or Aerospace Engineering from an accredited university with minimum 12 years of relevant experience. Advanced degree (MBA, MS) desired.
• Proven track record managing new business opportunities in airborne and space-based communication systems.
• In-depth knowledge of space-based communication systems, including phased array antennas and processing electronics solutions.
• Strategic thinking and analytical skills to identify business opportunities aligned with company core business and goals.
• Strong business acumen to manage and execute effective capture strategies driving revenue growth.
• Experience with proposal pricing methodologies, tools, and creating Basis of Estimating (BOE) for labor and material bids.
• Understanding of proposal and gate review processes.
• Demonstrated experience in proposal development with multiple stakeholders, ensuring compliance against evaluation criteria and requirements.
• Working knowledge of CAS, FAR, and other government procurement regulations as they pertain to proposals.
• Excellent communication and interpersonal skills; ability to work across business areas, manage diverse tasks, and interface with numerous disciplines.
• Demonstrated ability to resolve complex problems by leading diverse teams of engineers, technical writers, and graphic artists.
• Expert knowledge of competitive landscape and ability to identify and apply best practices.
• Program Management, EVMS, or equivalent certification.
• Ability to obtain U.S. government security clearance. U.S. citizenship required.
• Must be a U.S. citizen, lawful permanent resident, conditional resident, asylee, or refugee eligible to obtain required authorizations from the U.S. Department of State.
