Twilio is seeking a Senior Principal Technical Program Manager for Regulatory Compliance to serve as a strategic bridge between Legal, Compliance, Product, and Engineering teams. In this role, you will translate complex regulatory requirements into technical specifications and implementation roadmaps, defining operating models for R&D to maintain compliance and drive adoption of new regulatory frameworks.
You will act as the primary technology partner for cross-functional teams, solving critical compliance problems and implementing robust management systems. Your responsibilities include influencing Twilio's compliance programs and strategic direction by translating priorities into executable programs with measurable outcomes. You will establish portfolio management frameworks and reporting mechanisms to improve alignment and decision-making across leadership.
Key responsibilities include serving as the primary point of contact to SVPs and executive leadership on mission-critical compliance initiatives, providing guidance on investment areas and risk mitigation. You will anticipate upcoming priorities and risks, proactively driving alignment across the company to maintain certifications and improve compliance posture. You will guide business and engineering leaders on ROI analysis, educate senior leaders on operational best practices regarding regulatory requirements, and drive cross-functional delivery of compliance programs critical to customers and business.
Additionally, you will improve audit and evidence processes for R&D to reduce the effort of maintaining existing certifications. This role requires balancing big-picture strategic planning with hands-on execution in a dynamic environment, ensuring operations consistently align with industry standards while enabling product innovation.
Required qualifications include a minimum of 10 years in regulatory compliance, risk management, or related fields. You must have deep subject matter knowledge of global regulatory frameworks such as GDPR, HIPAA, and SOX, and understand how they intersect with business and product strategies. You need demonstrated ability to manage complex, cross-functional programs in ambiguous environments, an operational mindset balancing strategy and execution, exceptional communication and stakeholder engagement skills, and a proven track record managing large programs across globally distributed teams.
