Fortera is transforming cement manufacturing by developing next-generation cement technology that reduces CO₂ emissions by up to 70% through mineralizing CO₂ into a productive feedstock. The company operates a commercial ReCarb® plant in Redding, California, and is scaling toward broader commercialization with a growing global project pipeline. The Capital Projects Team develops, coordinates, and directs the design and construction of processing plants utilizing Fortera's proprietary technologies at existing cement or lime facilities. The Project Services Manager will report functionally to the Project Delivery Manager and lead the integrated project-services function across planning and scheduling, cost control, forecasting, information management, progress measurement, risk, change control, and management reporting. A key expectation is to develop and build out AI-enabled project delivery capabilities. The ideal candidate will be highly proficient in applying AI, automation, and data integration to project execution, including designing, building, and deploying AI agents and workflows that automate routine activities, connect project information across systems, identify emerging risks and trends, improve forecasting, accelerate reporting, and provide actionable recommendations to support the project team and leadership. Key responsibilities include: leading project services across planning, cost, forecasting, information management, progress, risk, change, and reporting; establishing and maintaining the integrated project controls framework with common structures, baselines, reporting cycles, data governance, and control standards; ensuring schedule, cost, commitments, cash flow, progress, risk, change, procurement, completions, and information are integrated and aligned to the approved project baseline; leading planning/scheduling, cost control, and project information management teams; owning project reporting with clear visibility of current status, forecast outcomes, critical issues, emerging risks, required decisions, and corrective actions; providing early warning by challenging incomplete or unsupported forecasts; owning integrated risk, opportunity, and change-control processes; building and deploying reusable AI agents, automated workflows, data integrations, and digital standards that improve forecasting, reporting, risk identification, and decision support; establishing data structure and governance for reliable AI-enabled project services; identifying and automating high-value project-services activities; supporting investment, engineering, procurement, construction, and commissioning decisions with verified project information; and maintaining clear project manager visibility of cost, schedule, commitments, critical interfaces, cash requirements, and project exposure. Success means the Project Manager and functional leaders operate from one trusted view of scope, schedule, cost, cash, progress, risk, change, and information status. Forecasts are credible, emerging impacts are identified early, and decisions are supported by verified data. The successful candidate is flexible and adaptive, stepping into gaps, adjusting priorities, and improving how project information is integrated and used. Travel up to 25% is required. REQUIREMENTS: - Bachelor's degree in Engineering, Construction Management, Project Controls, Finance, Information Management, Data/Computer Science, or related discipline, or equivalent relevant experience - 10+ years of relevant experience supporting or leading large-scale capital projects - Proven project-services or project-controls leadership experience across engineering, procurement, construction, commissioning, and startup - Demonstrated hands-on experience designing, building, deploying, and orchestrating AI agents and multi-agent workflows, with strong technical understanding of agent architecture, system integration, data connectivity, validation, traceability, access controls, and human-in-the-loop governance - Demonstrated experience applying AI and automation to improve data integration, analysis, forecasting, reporting, information retrieval, workflow efficiency, or decision support - Strong command of planning, cost control, forecasting, progress measurement, risk, change, information management, and executive reporting - Strong working knowledge of critical-path scheduling, project baselines, commitments, accruals, Estimate at Completion, cash flow, contingency, earned value, and change control - Advanced capability with Primavera P6, Excel, Power BI, ERP systems, document-management, completions, and related project platforms - Proven ability to analyze complex and conflicting information, challenge assumptions, and develop credible forward-looking forecasts - Strong analytical, commercial, communication, and stakeholder-management skills - Flexible and adaptive working style with demonstrated ability to shift priorities, learn quickly, work across functions, and contribute beyond traditional role boundaries - Experience with owner-led, EPC, EPCM, or multi-contract industrial delivery models preferred
