Salary: USD 110,000 - 120,000 / annual
Voyager Technologies is seeking a Program Manager II to lead and execute a portfolio of 3–5 strategic programs focused on solid rocket motors, chemicals, and explosives. This role is based in Pueblo and Penrose, Colorado, reporting to the General Manager of Voyager Energetics.
Key responsibilities include developing and executing comprehensive, coordinated plans for assigned programs, including scope definition, scheduling, cost estimation, risk assessment, and resource allocation. You will serve as the primary liaison between internal engineering teams, clients, and government agencies, ensuring clear communication and alignment on project objectives throughout the program lifecycle.
Financial stewardship is central to the role: you will monitor and project budgets, ensure adherence to financial targets, and manage cost throughout execution. You will also manage scope changes and communicate them to stakeholders, ensuring alignment with program goals and customer expectations.
Required qualifications include a bachelor's degree in engineering, science, or management (or equivalent experience), at least 2 years of project or supply chain management and operations experience, and demonstrated experience managing defense or government projects. You must have experience negotiating contracts with vendors, suppliers, or customers, and proficiency with project management software for scheduling and budgeting.
This role requires up to 30% travel, including possible overnight stays to customer sites, industry conferences, and program reviews. Candidates must be able to obtain and maintain a U.S. Security Clearance (U.S. citizenship required), meet all eligibility requirements for state and federal explosives licenses (21+ years old, drug-free workplace compliance), and conform to ITAR export regulations. The position is onsite-based in Pueblo and Penrose, Colorado.
