Voyager Space is seeking a Program Controls Analyst to support cost-schedule integration, program planning, and disciplined execution across a dynamic portfolio of defense, NASA, and commercial space programs. The role reports to the Senior Business Operations Manager within the Business Operations department in San Diego, CA, with a hybrid arrangement (remote with preference for onsite presence).
Key responsibilities include developing and maintaining time-phased cost baselines, actuals, and forecasts aligned with program schedules across Firm-Fixed Price, Cost-Plus, and EVMS-compliant contracts. You will support the development of Performance Measurement Baselines (PMB) and facilitate Integrated Baseline Reviews (IBRs) tailored to contract type and customer expectations. The role involves preparing and analyzing program performance metrics including BCWS, BCWP, ACWP, variance analysis, and Estimate at Completion (EAC).
You will collaborate closely with the Program Controls Scheduler to ensure effective cost-schedule integration and accurate performance measurement, including complete EVMS reporting where necessary. Interface with corporate finance to align program reporting and forecasting with business objectives and financial planning cycles. Work with Program Managers, CAMs, Engineering, Contracts, and Procurement to develop and validate Estimates to Complete (ETC).
Additional duties include monitoring and analyzing program performance using metrics, KPIs, dashboards, and trend analysis; supporting proposal development by preparing cost volumes and Basis of Estimate (BOE) documents; supporting internal and customer-facing reviews including PMRs and financial reviews; and contributing to the development and improvement of cost control processes, reporting standards, and tool integrations.
Required qualifications: two or more years of experience in program controls, cost analysis, or financial planning within aerospace, defense, or similarly complex technical environments; Bachelor's degree in finance, business administration, or related field; demonstrated expertise in Earned Value Management (EVM) principles and ANSI/EIA-748 compliance; familiarity with corporate finance planning cycles, budgeting, and forecasting in a programmatic context; and proficiency in Microsoft Excel, cost reporting tools, and Microsoft Project.
