ThayerMahan - Sea Beyond is seeking a Procurement Manager to lead procurement operations for a rapidly scaling business unit focused on autonomous maritime surveillance and AI-driven Intelligence, Surveillance, and Reconnaissance (ISR). Based in Groton, CT, this role reports directly to the Director of Project Finance and Procurement and owns the full procurement lifecycle for mission-critical defense programs.
You will manage 15+ active purchase orders simultaneously, negotiate with domestic and international vendors, oversee PO and Professional Service Agreement execution, and serve as a key liaison between Procurement, Finance, Logistics, Operations, and Legal. The role demands a strategic, detail-oriented leader who can drive process improvements, cost-reduction initiatives, and vendor management while maintaining compliance with government requirements.
Key responsibilities include: leading procurement forecasting and planning for a designated business unit; collaborating with cross-functional teams on requirements, timelines, and budgets; managing vendor engagement, quote evaluation, and supplier performance assessment; negotiating favorable contract terms with General Counsel coordination; implementing procurement best practices and documentation control; and supporting the development of procurement policies.
Required: Bachelor's degree in Supply Chain Management, International Business, Logistics, or related field; minimum 5 years in subcontract management, procurement leadership, or supply chain roles; strong understanding of PO/PSA negotiations, supply chain principles, and contractual terminology; excellent communication skills; proficiency in Microsoft Office Suite; and US Citizenship (government contract requirement). The role is hybrid, 3–4 days per week on-site in Groton after an initial ramp-up period.
