Crusoe is a vertically integrated AI infrastructure company building energy-efficient solutions to power the world's most ambitious AI workloads. As Pre-Employment Programs Manager, you will own the orchestration and administration of all pre-employment screening processes—background checks, drug and alcohol testing, immigration verification, and compliance checks—ensuring candidates move smoothly from offer acceptance to Day 1 start. You will serve as the operational backbone and connective tissue between Recruiting, Onboarding, Compliance, and Legal teams. Key responsibilities include managing the end-to-end vendor relationship with background check and testing providers, ensuring service performance and SLA compliance; designing and documenting the complete pre-employment process with clear RACI matrices defining roles across functions; administering DOT and non-DOT drug and alcohol testing programs, including random, post-accident, reasonable suspicion, and return-to-duty testing; partnering with Compliance and Legal on adjudication decisions and FCRA-compliant recordkeeping; and resolving exceptions before they delay start dates. You will also build training and enablement materials for Recruiting, People Operations, Onboarding, and hiring managers; monitor turnaround times, error rates, and candidate experience metrics; and drive continuous improvement as the company scales. This is a full-time, onsite role in San Francisco requiring meticulous attention to detail, strong vendor management skills, and the ability to juggle multiple candidates and cases simultaneously. You bring 5+ years of People Operations, Recruiting Operations, or compliance experience, with demonstrated expertise administering background check and/or drug and alcohol testing programs in high-growth or regulated environments. You have working knowledge of FCRA and DOT/PHMSA requirements, comfort with ATS and HRIS systems (Ashby, Rippling), and a proven track record designing end-to-end processes and managing cross-functional partnerships. Bonus experience includes supporting DOT-regulated or safety-sensitive workforces, or building pre-employment programs from the ground up.
