Salary: USD 70,000 - 90,000 / annual
Via Transportation is seeking a People Operations Regional Manager to support its Rochester, MN location and Central Region operations. The company provides technology infrastructure for modern public transit systems, serving hundreds of agency partners globally.
In this hands-on role, you will own end-to-end employee lifecycle processes including onboarding, offboarding, pre-employment requirements, and documentation. You'll manage workers' compensation and unemployment claims with attention to compliance and timely processing. As a trusted employee advocate, you'll provide day-to-day support, handle inquiries and investigations, and foster an inclusive workplace culture.
Key responsibilities include leading employee engagement and recognition initiatives, supporting payroll accuracy and compliance, administering benefits (open enrollment, education, support), and maintaining accurate employee records in adherence with company policies and regulatory requirements. You'll partner on recruiting efforts including interviews, offer processes, and pre-hire screenings, and lead sensitive employee relations matters including terminations and required documentation.
Additionally, you'll represent the company externally at job fairs and community events to attract talent and build brand awareness, act as a key liaison with local partners and vendors, and collaborate with central HR teams to align on best practices and drive process improvements.
You bring 3+ years of HR operations, employee relations, or talent acquisition experience, with demonstrated experience working with unionized employee populations and understanding of collective bargaining agreements. You're comfortable with ambiguity, flexible in adapting to changing needs, and knowledgeable about employment laws (FMLA, ADA, FLSA, etc.). Strong interpersonal and communication skills, detail orientation, and the ability to manage multiple priorities in a fast-paced environment are essential. You must be based in the Rochester area and available for 5 days per week in-person work with regular travel to other sites.
