Salary: USD 70,000 - 90,000 / annual
Via is a transportation technology platform transforming public transit systems into smart, data-driven networks. As People Operations Regional Manager, you'll support Via's local team in Rochester and regional services across the Central Region, serving as the HR backbone for frontline employees.
You'll own end-to-end employee lifecycle processes including onboarding, offboarding, pre-employment requirements, and documentation. Key responsibilities include managing workers' compensation and unemployment claims with timely processing and compliance; serving as a trusted employee advocate providing day-to-day support, handling inquiries and investigations; leading employee engagement and recognition initiatives; supporting payroll accuracy and compliance; administering employee benefits including open enrollment; maintaining accurate employee records and policy adherence; partnering on recruiting efforts including interviews and offer processes; leading sensitive employee relations matters including terminations; representing the company at job fairs and community events; acting as liaison with local partners and vendors; and collaborating with central HR teams on best practices and process improvements.
This is a hands-on, one-team culture role where you'll roll up your sleeves across multiple initiatives. You'll work closely with Via's core HR team as a trusted partner, providing a safe space for feedback and fostering strong employee relationships. The role requires strong judgment, attention to detail, and a process-focused mindset to shape an employee experience aligned with Via's mission of improving access to jobs, healthcare, and education through modern transit.
You bring 3+ years of HR operations, employee relations, or talent acquisition experience, with experience working with unionized employee populations and understanding of collective bargaining agreements. You're comfortable with ambiguity, flexible in adapting to changing needs, and knowledgeable about employment laws (FMLA, ADA, FLSA, etc.). Strong interpersonal and communication skills, detail orientation, and proven ability to manage multiple priorities in fast-paced environments are essential. This is a 5-day per week in-person role based in Rochester, MN with regular travel to other sites.
