OpenGov is the leader in AI and ERP solutions for local and state governments in the U.S., serving over 2,000 cities, counties, state agencies, school districts, and special districts. The Manager, HR Technology role is based in Pune, India and reports to the Director of Enterprise Applications and Engineering.
This is a player-coach role that owns the administration, configuration, and continuous improvement of OpenGov's HR technology stack. The manager leads a team of HR application administrators and partners with stakeholders across the US and India to maintain and streamline systems supporting the full employee lifecycle—from hire to retire, onboarding to offboarding.
Key responsibilities include:
Team Leadership: Lead, mentor, and develop a team of HR application administrators. Set priorities, build technical and functional skills, and establish depth and backup coverage across critical HR domains. Operate hands-on across the Workday stack while coaching the team.
HR Systems Administration: Provide administration, configuration, and support across OpenGov's HR and Payroll systems, including the full Workday suite (Core HCM, Payroll, Benefits, Absence, Time Tracking, Compensation, Recruiting, Talent, Reporting, Security). Deliver techno-functional expertise across payroll, benefits, talent management, talent acquisition, onboarding/offboarding, and HR operations for both US and India geographies. Support India- and US-specific regulatory requirements.
Vendor & Integration Management: Own the technical relationship with Ashby (ATS), oversee the employee engagement survey platform (e.g., CultureAmp), and maintain functional understanding of NetSuite/ERP as it ties into HRIS data flows. Partner with the HRIS/HR Systems Architect on integration architecture.
Projects & Stakeholder Partnership: Partner with client groups globally to evaluate business needs and recommend system-based solutions. Lead projects end-to-end, identify system gaps, and deliver training materials.
Data & Governance: Design and deploy reports and dashboards. Share responsibility for HR data governance, partnering with IT on data structures, security, and downstream data flows.
The ideal candidate has deep, hands-on domain expertise across payroll, benefits, talent management, talent acquisition, onboarding/offboarding, employee engagement, compliance, and HR operations—spanning both US and India geographies. Experience with NetSuite or comparable ERP is preferred.
