LemFi is a Series B fintech building financial infrastructure for the Global South, enabling immigrants to send remittances, access multi-currency accounts, payments, credit, and wealth-building tools. The company processes over $1B in monthly transactions across 30+ countries and serves millions of users globally.
As Chief Operating Officer for LemFi Europe, you will hold direct accountability for operational performance of the regulated European hub operating as a licensed Payment Institution in Ireland. You will be a named Pre-Approval Controlled Function (PCF-42) with the Central Bank of Ireland, bringing both operational expertise and regulatory credibility.
Key responsibilities include:
- Own end-to-end operational performance: transaction processing, customer operations, payment flows, reconciliations, and service delivery with measurable quality and availability standards.
- Lead operational resilience under DORA (Digital Operational Resilience Act), covering ICT governance, incident management, business continuity, and outsourcing oversight.
- Drive a data-led operating model using analytics and AI to identify control weaknesses, prioritize improvements, and report to the Board, Central Bank of Ireland, and internal PCFs.
- Govern vendor and outsourcing arrangements per CBI Outsourcing Guidelines and EBA ICT standards, maintaining a register of critical providers.
- Partner with Money Laundering Reporting Officer (MLRO) on AML/CFT operational controls, ensuring detection and reporting systems comply with Criminal Justice Act framework.
- Support Head of Risk, Head of Compliance, and MLRO by ensuring operational controls and data flows enable regulatory compliance.
- Shape a culture of accountability, integrity, and customer focus aligned with CBI conduct expectations across cross-functional teams.
Required experience: 8+ years in payments, fintech, remittance, or regulated financial services with meaningful executive or senior leadership roles carrying direct regulatory accountability. Deep hands-on experience in transaction processing, customer operations, payment processor relationships, and critical ICT vendor oversight. Personal familiarity with Central Bank of Ireland regulatory framework, PSR requirements, and DORA, ideally from a PCF or equivalent named-person role. Proven ability to design scalable, controls-led processes and communicate with Boards, regulators, and external partners.
Nice-to-have: Prior PCF or Senior Manager Function experience at a regulated Payment Institution or EMI; AML/CFT operational framework background in Irish or EU-regulated entities; experience scaling operations across multiple markets.
