OpenAI's Power Execution team is seeking an Energy Regulatory Lead to own energy regulatory strategy and execution for the company's global data center infrastructure expansion. This individual contributor role bridges the Power Execution team with Public Policy and Government Affairs, ensuring external engagement reflects project realities and translating regulatory developments into actionable infrastructure decisions.
Key responsibilities include developing and maintaining OpenAI's energy regulatory strategy across U.S. markets and emerging geographies; coordinating with Public Policy to shape regulatory priorities, engagement plans, and positions before utilities, public utility commissions, grid operators, and policymakers. You will translate project requirements—load size, timing, reliability, cost, and carbon needs—into clear regulatory objectives and external engagement strategies.
The role combines portfolio-level regulatory positioning with transactional work: leading regulatory diligence for powered-land, data center, utility, supply, and energy-infrastructure opportunities; identifying applicable tariffs, service rules, approval pathways, filing requirements, interconnection constraints, and material regulatory risks. You will support transactional work with Legal, Commercial, Procurement, Finance, and project teams, including regulatory review of utility service agreements, special contracts, tariff arrangements, interconnection agreements, PPAs, and supply structures.
Additional responsibilities include coordinating regulatory submissions, testimony, comments, data requests, and approval processes; monitoring utility rate cases, integrated resource plans, transmission proceedings, RTO/ISO market developments, and policy changes affecting cost, schedule, or reliability; building decision frameworks and executive analyses comparing regulatory pathways; and developing durable relationships with utilities, regulators, grid operators, and policymakers.
You will create repeatable playbooks, trackers, and governance for regulatory diligence and cross-functional escalation across the infrastructure portfolio. This role requires strong cross-functional judgment, excellent written communication, and the ability to operate in a fast-moving, ambiguous environment managing multiple high-stakes workstreams.
