ICON builds robotic systems that construct multi-story buildings. The company commercially launched Titan, its multi-story robotic construction platform, in March 2026, has raised over $550M in funding, and holds more than $360M in government contracts across the Army, Air Force, DARPA, and NASA.
The Director of Recruitment Delivery leads ICON's centralized recruiting Center of Excellence (COE), serving as the execution engine behind embedded Talent Acquisition Partners. This role owns the recruiting team, core recruiting craft, platform and tooling, enablement, and end-to-end candidate experience. You are accountable for speed, quality, cost, and consistency of delivery across all business units as ICON scales.
Key responsibilities include:
**Delivery & Staffing:** Build and scale a blended pool of contract and permanent recruiters and sourcers; allocate capacity across business units based on demand and priority; own make-vs-buy decisions on recruiting labor and manage agency/contract/RPO partnerships; set and enforce delivery SLAs.
**Enablement & Quality:** Own recruiter and sourcer training, onboarding, certification, and capability development, with deep expertise in core tools like LinkedIn Recruiter and sourcing platforms. Standardize execution playbooks for intake, screening, and req workflow to ensure consistency.
**Core Recruiting Craft & Tools:** Define standard search plans including target company maps, outreach content and cadence, and tools to be used. Own the centralized recruiting platform (LinkedIn Recruiter, ATS, CRM, sourcing and AI tools) including selection, licensing, adoption, and ROI. Own recruiting skillset execution: sourcing technique, outreach, screening, and pipeline management. Define recruiting data hygiene, reporting, and metrics for funnel health, time-to-fill, quality-of-hire, cost-per-hire, and conversion. Ensure search plans are captured centrally for compounding knowledge.
**Candidate Experience:** Own end-to-end candidate and applicant experience including communication standards, interview logistics, and process compliance. Partner with employer brand for consistent, on-brand candidate journey.
**Leadership:** Build, lead, coach, and develop the recruiting team with a performance and service culture focused on staffing searches well and fast. Advise People leadership on hiring capacity, forecasting, and recruiting investment.
The operating model separates strategy from execution: TA Partners own search strategy and stakeholder management; the Recruitment Delivery COE owns capability and people to execute those strategies.
