Anthro Energy is seeking a Technical Programs Manager to lead execution of government-funded programs and drive non-dilutive funding growth. This role blends three core responsibilities: leading technical program management of government awards, writing winning grant and contract proposals, and supporting non-dilutive strategy and business development.
You will manage assigned government awards end-to-end, owning technical scope, schedule, milestones, deliverables, budget, risk management, government reporting, and compliance. You will drive cross-functional execution across engineering, operations, finance, contracts, and legal teams. You will lead preparation for program reviews, technical interchange meetings, site visits, and audits. You will prepare and submit reports including progress updates, CDRLs, technical deliverables, invoices, and closeout documentation. You will maintain risk registers, action-item trackers, and deliverable calendars, and drive mitigation of technical, schedule, budget, and compliance risks.
In proposal development, you will lead or co-lead proposals from solicitation through submission, including compliance matrices, outlines, schedules, and color-team reviews. You will write and edit technical volumes, executive summaries, commercialization plans, management plans, and narrative sections. You will translate engineering work into clear, compelling, and compliant proposal content. You will coordinate with finance and contracts on cost volumes, budget justifications, cost share, and required certifications. You will maintain a reusable library of proposal content, past performance, résumés, and boilerplate.
For non-dilutive fund strategy, you will track the defense and energy funding landscape, including budget cycles, policy changes, and upcoming solicitations, and brief leadership on implications. You will research and qualify opportunities against Anthro's technology roadmap, product strategy, and capacity. You will support capture planning for priority opportunities, including customer engagement plans, teaming approaches, and win themes. You will support relationship building with government program managers, contracting officers, congress, primes, integrators, and end users across DoD, Intelligence, and other agencies.
