Cape is America's privacy-first mobile carrier, founded in 2022 with a mission to provide secure wireless connectivity without compromising user privacy. The company has built its own network infrastructure from the ground up and recently closed a Series C funding round in March 2026. You will be the first Technical Program Manager on Cape's network team, taking ownership of how traffic moves through the company's infrastructure—including routing, regional connectivity, subscriber provisioning, and vendor-implemented changes. Currently, this work is coordinated ad hoc; you'll bring structure, accountability, and clear communication across engineering, business development, and external vendors. Working closely with the network operations lead, you'll own Jira hygiene and task tracking, build systems to expose dependencies and catch timeline slips early, and roadmap infrastructure work. You'll pressure-test proposed timelines and business requests for technical feasibility before external commitments are made, host vendor meetings to hold partners accountable, and deconflict priorities across the network team and adjacent teams. A key part of the role is translating between technical network work and non-technical stakeholders, and vice versa. As the network team scales, you'll also help define the organizational model for how program management, technical ownership, and execution responsibilities fit together. Cape operates with a flat structure emphasizing high trust, high expectations, and collaboration. You'll work alongside world-class engineers and architects to solve mission-critical problems for users daily. REQUIREMENTS: - Technical program management experience in a fast-moving engineering environment, ideally at a startup - Track record of bringing structure to ambiguous, cross-team work without slowing it down - Comfort learning a new technical domain quickly and deeply enough to challenge engineering judgment and assess feasibility - Experience building systems for tracking work, surfacing dependencies, and holding owners accountable to deadlines - Strong communication skills; able to translate between technical teams and business/vendor stakeholders - Comfort engaging directly with external vendors and holding them to their commitments - Bonus: Experience with network or telco infrastructure (traffic routing, cloud connectivity, configuration, subscriber provisioning) - Bonus: Experience at a company building or operating physical/network infrastructure rather than pure software - Bonus: Prior experience supporting consumer products alongside technical/infrastructure work
