Salary: USD 111,700 - 175,900 / annual

Voyager Technologies is seeking an experienced Subcontract Administrator to manage subcontract efforts with major suppliers supporting development programs in the ISR and Aerospace Divisions. This role is based in Folsom, CA and will focus on supplier source selection, purchase order placement and administration, working closely with program management, quality assurance, and business management teams. The position will lead negotiations, successful start-up, and execution of major subcontractors supporting a development and demonstration contract with MDA. You will work with program management teams to generate and manage subcontract efforts for major components procured from assigned suppliers, ensuring compliance with ISO 9001 standards and AS9100D flow-down requirements. Key responsibilities include: - Developing subcontract specifications, work statements, and terms and conditions for procurement of specialized materials, equipment, and services - Performing cost/price analysis and developing pre-negotiation strategies - Preparing bid packages, conducting bidders' conferences, analyzing and evaluating proposals - Negotiating subcontract provisions and selecting or recommending subcontractors - Leading negotiations and completion of subcontract/PO documentation, invoice reconciliation, and payment - Negotiating and coordinating additions, deletions, or modifications to subcontracts - Procuring build-to-print detail parts and assemblies from engineering drawings - Sourcing and purchasing machinery, equipment, tooling, raw materials, packaging materials, parts, services and supplies - Participating in developing new concepts, techniques and standards in subcontract policies and procedures - Holding procurement delegation authority to sign supplier agreements and purchase orders - Developing solutions to complex problems requiring ingenuity and innovation Requirements: - Knowledge of acquisition policies and procedures, including FAR and DFAR - Working knowledge and implementation of MDA MAP/PMAP within supplier base - Working knowledge of ISO 9001 standards and AS9100D flow-down requirements, including corrective action flow-down to suppliers - Demonstrated problem-solving skills - Ability to generate quantitative improvements in supplier delivery, quality, and cost - Exceptional communication skills (written, verbal, and presentation) to communicate with peers, suppliers, program and executive management - Self-motivated, persistent, hands-on, result-oriented, well-organized with ability to handle multiple projects - 5-8 years of professional experience in Subcontract Administration, Supply Chain Management, or related fields (logistics, project, or business management) - Experience planning, managing subcontractor RFPs & RFQs and executing all elements of subcontract negotiations including cost reductions and payment terms - Bachelor's or Master's degree in Global Supply Chain, Business, Finance, or related discipline from an accredited college/university (equivalent experience may be considered) - Ability to travel approximately 10% of the time - Must be able to obtain and maintain a U.S. Security Clearance (requires U.S. Citizenship) Preferred qualifications: - Experience working on developmental US Government contracts - Professional experience in a regulated industry such as Aerospace and Defense - Cross-functional knowledge of Supplier Quality and Engineering as they relate to subcontract management - Experience and complete understanding of MRP/ERP systems, preferably Deltek Costpoint or Oracle NetSuite - Experience with Export Control laws and regulations
