Salary: USD 104,030 - 155,839 / annual
Echodyne is seeking a Strategic Proposal Manager to own the end-to-end development of bids, proposals, RFPs, RFQs, and formal customer responses from intake through final submission. The company manufactures compact solid-state radar systems using metamaterials technology for autonomous vehicles, uncrewed aircraft, drones, border security, critical infrastructure protection, and smart cities.
In this role, you will translate solicitation requirements and customer priorities into compliant, persuasive responses using GovDash, approved content libraries, prior proposals, and customer research. You will engage subject matter experts across technical, product, contractual, financial, and business functions, synthesizing their input into clear, customer-facing content. You will own the accuracy, quality, and coherence of all final responses.
Key responsibilities include:
- Reviewing solicitations to develop proposal strategies, schedules, assignments, compliance requirements, and deliverables
- Developing proposal content using GovDash and reusable materials from the proposal-content repository
- Determining when existing content is sufficient versus when cross-functional expertise is required
- Interviewing subject matter experts and translating complex technical and business input into persuasive narratives
- Coordinating cross-functional contributors, tracking progress, managing documentation and version control
- Reviewing and validating AI-assisted content for accuracy, supporting evidence, consistency, and unsupported claims
- Owning final proposal production and submission, including narrative coherence, formatting, attachments, compliance checks, and submission requirements
- Maintaining and improving proposal templates, approved content, and reusable response libraries
- Tracking proposal outcomes, feedback, and lessons learned to continuously improve processes and future responses
This is an exempt, full-time role based in Kirkland, WA. Note: Echodyne's technology is export-controlled by the U.S. Government, and applicants must be U.S. Citizens, green card holders, or have asylum/refugee status in the U.S.
REQUIREMENTS:
- Strong independent experience developing and managing RFPs, RFQs, proposals, bids, or other complex customer responses from intake through submission
- Exceptional writing, editing, proofreading, and content-development skills with ability to synthesize complex information into clear, persuasive responses
- Strong understanding of proposal compliance, including ability to interpret solicitation requirements and evaluation criteria
- Ability to effectively interview and collaborate with subject matter experts while independently owning proposal development and final production
- Exceptional attention to detail with strong organizational and project management skills
- Ability to manage multiple complex deadlines and coordinate across technical, business, contracts, finance, and sales teams
- Strong proficiency with Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and related proposal or document management tools
- Bachelor's degree or equivalent relevant experience
DESIRED EXPERIENCE (one or more as complement to core skills):
- Experience supporting government, defense, aerospace, or other regulated or highly technical industries
- Familiarity with U.S. Government procurement, FAR/DFARS requirements, government submission portals, or prime contractor proposals
- Experience with GovDash or similar AI-assisted proposal development platforms
- Experience developing proposals for complex technical products, including cost and pricing volumes, contractual requirements, or export-controlled information
- Experience building and maintaining reusable proposal-content libraries and using lessons learned to improve future responses
