Payoneer, a global fintech platform founded in 2005, is seeking an experienced Money Laundering Reporting Officer (MLRO) for their Guangzhou office. This is a full-time, in-office role focused on anti-money laundering (AML) and counter-terrorist financing (CTF) compliance. Key responsibilities include developing and enhancing AML policies, procedures, and operational guidelines; supporting the Head of Compliance in creating annual AML plans and risk management objectives aligned with company strategy. You will lead the development and optimization of AML monitoring strategies, models, rules, and risk indicators, including sanctions screening, suspicious transaction monitoring, and customer risk rating methodologies. The role involves conducting money laundering and terrorist financing risk assessments for new products and business initiatives; reviewing and approving high-risk customer onboarding decisions and suspicious transaction reports (STRs); and driving the development and implementation of AML systems including requirements management, testing, and user acceptance processes. You will interpret and communicate applicable laws and regulations, providing AML advisory support to relevant departments on KYC/CDD/EDD, customer risk rating, beneficial ownership identification, transaction monitoring frameworks, and sanctions compliance. Additional duties include organizing enterprise-wide risk assessments, acting as the primary contact with the People's Bank of China (PBOC), coordinating regulatory examinations and inspections, supporting internal AML audits, and regularly reporting the company's AML risk profile to senior management and the AML Steering Committee. Required qualifications: Bachelor's degree or above; at least 10 years of AML specialist experience in payment institutions or banks; in-depth knowledge of AML/CTF regulations, sanctions compliance, transaction monitoring methodologies, and risk-based AML controls; proven experience in AML system design, enhancement, and implementation; strong analytical and risk assessment capabilities; and fluent English communication skills (written and verbal).
