IonQ is seeking a Federal Capture Director to lead strategic capture pursuits for US government agencies (DoD, IC, DOE, civilian agencies), translating breakthrough quantum computing technologies into winning federal programs. You will own the end-to-end capture lifecycle—from opportunity identification and qualification through win strategy development, proposal submission, and post-award transition.
Reporting to the Head of Federal Capture, Bids & Proposals, you will partner cross-functionally with field engineering, product, marketing, legal, finance, and proposal management teams. Key responsibilities include developing competitive positioning and pricing strategies that map directly to federal agency requirements; building and managing strategic alliances with systems integrators, subcontractors, and small businesses to maximize probability of win; cultivating deep relationships with federal stakeholders, Program Managers, and Contracting Officers; leading formal capture lifecycle reviews (Black Hat, Blue Team, Black Team, Pink/Red Team); and briefing executive leadership on pursuit status, resource allocation, and risk mitigation.
You will leverage deep knowledge of the federal procurement lifecycle (Shipley process), program management experience, and the ability to translate complex quantum capabilities into mission-aligned solutions. The ideal candidate brings strategic leadership experience in federal sales, established relationships within the defense/intelligence ecosystem, and proven success managing high-stakes capture pursuits. This role is based in College Park, MD with hybrid flexibility (a few days per week remote) and requires up to 25% domestic travel.
