Ennoble Care is a mobile primary care, palliative care, and hospice service provider operating across 11 states (New York, New Jersey, Maryland, DC, Virginia, Oklahoma, Kansas, Pennsylvania, Texas, Florida, and Georgia). The organization delivers in-home clinical services including remote patient monitoring, behavioral health management, and chronic care management.
The Director of Compliance provides strategic leadership for the organization's hospice compliance program, reporting to the VP of Compliance and Quality. This role translates enterprise compliance strategy into operational execution while managing the Clinical Compliance and Audit sub-team.
Key responsibilities include:
**Compliance Strategy & Regulatory Oversight:** Partner with VP to develop and execute hospice compliance strategy; monitor federal and state regulatory changes across all operating markets; ensure compliance with Medicare Conditions of Participation (CoPs), state licensing requirements, and accreditation standards; serve as subject matter expert on hospice regulatory requirements for operational and clinical leadership.
**Audit Program Governance:** Provide direct oversight of the Clinical Compliance and Audit sub-team; design and maintain the internal audit plan informed by regulatory risk and external audit trends (TPE, CERT, UPIC); review and analyze audit findings to identify patterns and systemic issues; collaborate with Clinical Nurse Educator team to translate findings into targeted education.
**Corrective Action Plan (CAP) Management:** Own the corrective action lifecycle from root cause analysis through resolution and re-monitoring; develop, track, and close CAPs from internal audits, external audits, survey findings, and incident investigations; monitor CAP effectiveness and report on closure timelines.
**Policy Governance:** Own the policy management lifecycle including development, review cycles, regulatory alignment, and approval workflows; ensure policies remain current with CMS requirements and state regulations across all operating markets; coordinate with Associate Director on policy administrative infrastructure.
**Investigations & Incident Oversight:** Conduct internal compliance investigations in partnership with VP; share investigative responsibilities based on complexity and scope; provide operational oversight of incident, complaint, and grievance processes; review trends and recommend improvements.
**External Audit Response:** Coordinate organization's response to external audits (TPE, CERT, UPIC); prepare documentation and manage timelines; track outcomes and incorporate lessons learned into internal audit planning.
**Requirements:**
Required:
- Bachelor's degree in Nursing, Healthcare Administration, or related field
- Active RN license
- Clinical background in hospice or home health
- Minimum 5 years of experience in healthcare compliance, quality, or regulatory affairs, with at least 2 years in a leadership role
- Demonstrated knowledge of Medicare hospice Conditions of Participation, state licensing requirements, and CMS audit processes (TPE, CERT, UPIC)
- Experience developing and managing corrective action plans and policy governance programs
- Strong analytical skills with ability to identify patterns in audit data and translate findings into actionable recommendations
Preferred:
- Master's degree in Healthcare Administration, Nursing, or related field
- Certification in Healthcare Compliance (CHC) or equivalent
- Experience with MatrixCare or comparable EMR systems
- Multi-state hospice compliance experience
- Experience conducting internal investigations
