Binance is establishing a regulated payments business in Kazakhstan under new first-category payment organisation licensing requirements from the National Bank of Kazakhstan, effective October 2026. These entities must meet banking-standard compliance, risk management, and prudential norms, with mandatory client fund segregation.
You will build and lead the finance and accounting function from the ground up to meet regulator-ready, banking-standard requirements. This is a full-scope leadership role reporting to senior management, responsible for establishing accounting infrastructure, compliance frameworks, and stakeholder relationships with regulators, auditors, and correspondent banks.
Key Responsibilities:
- Own complete bookkeeping and accounting under IFRS and Kazakhstan legislation, ensuring external audit readiness
- Ensure accurate accounting and reconciliation of segregated client funds, maintained separately from company funds
- Support calculation and reporting of prudential norms and capital requirements for the payment organisation
- Prepare and submit financial, tax, and statistical reporting on schedule
- Prepare group and parent-company reporting; participate in consolidated group audits
- Build and maintain a robust, regulator-ready internal control system
- Prepare documentation and explanations for external auditors and the National Bank of Kazakhstan
- Serve as key finance stakeholder in interactions with regulators, external auditors, tax authorities, and correspondent banks
- Lead and coordinate the accounting team, including outsourced providers and the group's central accounting function
Requirements:
- Higher education in accounting, finance, or economics; postgraduate education or professional certification (ACCA, CAP/CIPA, DipIFR) required
- 10+ years of finance and accounting experience, including managerial roles; 5+ years as Chief Accountant or Deputy Chief Accountant at a fintech, payment, banking, or microfinance organisation
- Compliance with clause 7 of the Accounting Rules (Order of the Minister of Finance of the Republic of Kazakhstan No. 531 dated 4 June 2021) and the Qualification Directory of Positions of the Republic of Kazakhstan
- Full-scope accounting experience under IFRS and Kazakhstan legislation, including understanding of international group reporting requirements
- Strong knowledge of the Tax Code of the Republic of Kazakhstan (CIT, withholding CIT, VAT, individual income tax, social payments); experience with tax audits and tax authority liaison
- Knowledge of the Law of the Republic of Kazakhstan "On Payments and Payment Systems" and requirements for first-category payment organisations, including client fund segregation, prudential norms, and capital requirements
- Experience with external annual and quarterly audits conducted by Big Four firms; experience preparing documentation and explanations for auditors and regulators
- Experience with NetSuite (Oracle), including bookkeeping, reporting, and general ledger modules
- Advanced Excel skills (pivot tables, formulas, large data sets) and experience with online banking platforms of Kazakhstan banks
- Fluent Russian required for statutory record-keeping and reporting; English at intermediate level or above for international group liaison
