Circle (NYSE: CRCL) is a leading internet financial platform company building infrastructure for a more open, global economy through digital assets, payment applications, and programmable blockchain infrastructure. The platform includes USDC (the world's largest regulated stablecoin), Circle Payments Network for global money movement, and Arc, an enterprise-grade blockchain.
As VP, Policy and Regulatory Strategy for Latin America, you will lead Circle's public policy, regulatory strategy, and market positioning across the LatAm region. This is a strategic leadership role serving as an integral component of the global policy and corporate communications leadership team.
Key Responsibilities:
- Formulate regulatory engagement strategies, stakeholder mapping, and market segmentation aligned with company expansion plans
- Review present and future regulatory requirements in target markets alongside legal, compliance, and operational leaders
- Drive market expansion and regulatory efforts prioritized by markets and partners
- Create regulatory consultation responses, including requests for information and comment to external stakeholders
- Build coalitions with stakeholders to advance the regulatory agenda supporting internet financial system development
- Collaborate with business and cross-functional leaders to enable success
- Lead a dynamic global strategy, policy, and communications team to drive a conducive market environment for company products and services
- Track evidence-based analysis of global policy, regulatory, and market acceptance of digital currencies, blockchain-based payments, and crypto-assets
- Work closely with Commercial, Legal, Compliance, Product, Finance, and other teams to unlock growth, reduce regulatory friction, and align evolving standards
- Drive analysis, engagement, and regulatory filings culminating in successful company licensure and operations in target markets
Requirements:
- 14+ years of legal, policy, regulatory, and policymaking experience at the nexus of emerging technology, financial services, and global markets
- 8+ years of experience managing and leading teams
- Technical virtuosity, policy instincts, and relationships at the highest levels of government, policymaking, and regulatory matters shaping the future of money and payments
- Proven knowledge at strategic and technical levels in regulatory engagement in payments and financial service domains
- In-depth knowledge of LatAm policy, regulatory, legal, and licensing requirements for payments, digital currencies, crypto-assets, and blockchain-based markets
- Familiarity with generative AI models (ChatGPT, Gemini, etc.) and prompt development
- Excellent written and verbal communication skills in English, Portuguese, and Spanish
Preferred Qualifications:
- Experience building cross-functional teams across geographic locations and delivering results
- Experience/familiarity with Slack, Apple MacOS, and GSuite
