OpenAI's Global Affairs team seeks a US Congressional Lead to develop and execute strategies for engaging with the U.S. Congress on AI policy and regulation. This role involves building and maintaining relationships with House and Senate lawmakers and staff, supporting the Global Affairs team in congressional meetings, briefings, and hearings, and facilitating collaboration with civil society and industry partners aligned with OpenAI's mission.
Day-to-day responsibilities include shaping strategic initiatives and policy documents, preparing OpenAI leadership for government engagements, representing the company in public and private forums, and advancing OpenAI's policy agenda on Capitol Hill. The role requires deep understanding of emerging AI technologies in the congressional context, strong coalition-building capabilities, and the ability to communicate complex technical and policy concepts to diverse audiences.
The ideal candidate brings 8+ years of demonstrated experience and credibility working with Republicans in the U.S. federal government, particularly the legislative branch. Required expertise includes comprehensive knowledge of U.S. government institutions and processes, key AI-related policy debates, and extensive technology policy experience—ideally with Commerce, Judiciary, and/or Appropriations Committees. The role demands excellent strategic thinking, project management, sound judgment, and outstanding personal integrity.
This position is based in Washington, DC and may require frequent travel to meet with key stakeholders. OpenAI offers relocation assistance for new employees. The role is part of a high-performing, peer-led global team and requires the ability to work cross-functionally with communications, policy, and legal teams while managing diverse internal and external partnerships.
