Salary: USD 180,000 - 230,000 / annual

Cape is America's privacy-first mobile carrier, founded in 2022 to challenge legacy cellular infrastructure and protect user privacy as a fundamental right. The company has closed Series C funding (March 2026) and is scaling rapidly to serve consumers, businesses, and government agencies with a secure network built from the ground up. You will be Cape's first Security Technical Program Manager, building this function from scratch within a company where security is the core product. You'll serve as the connective tissue between Security Engineering (three pillars: detection & response, corporate security, product security) and Cape's ~70-person engineering organization. Key responsibilities include: defining and communicating the security program's strategy, priorities, and progress to leadership; managing vendor procurement and implementation of security tools; maintaining security engineering priorities and backlog across all three pillars; translating security requirements and risk into actionable terms for product teams; partnering with security leadership on roadmaps and program rituals; and building trust with engineering stakeholders company-wide. You'll have visibility across the entire security landscape and use that perspective to set priorities, define success metrics, and increase velocity. Your judgment will drive company-wide policy, prioritization, and the company's SBOM. You'll manage complex speed-security tradeoffs as AI tools proliferate and help Cape scale securely. Required experience: prior TPM or PM role embedded with a security team building tooling and systems in-house; solid grounding in computer engineering fundamentals; ability to go deep on technical detail with engineers across detection & response, corporate security, and product security; track record of defining and communicating technical programs to non-technical stakeholders; strong prioritization and backlog management skills; comfort operating as a trusted technical liaison between specialized and distributed teams.
