People Innovation Labs is a product, design, and engineering team within OpenAI's People organization that builds AI-powered products to improve talent acquisition, employee support, and workplace workflows. The team works across recruiting, HR, learning, performance, culture, and company-wide knowledge, building new products from the ground up and rethinking existing workflows using OpenAI's latest AI models.
As Technical Program Manager, you will lead execution across a portfolio of complex, cross-functional initiatives. You'll partner with product managers, designers, engineers, and teams across the People organization to translate product strategy into clear, coordinated execution. You'll establish plans and operating structures, align technical and operational teams, drive decisions, manage dependencies and risks, and ensure stakeholders are prepared for launches.
Key responsibilities include:
- Independently leading complex, high-priority technical programs from early planning through launch, adoption, and ongoing iteration
- Translating strategy and team objectives into clear, executable plans in partnership with product and engineering leadership
- Establishing program structures, decision-making forums, operating cadences, and accountability across multiple teams
- Managing technical dependencies, sequencing, delivery risks, and launch readiness with engineering leads
- Owning communication, enablement, change management, and rollout strategies for new products
- Leading post-launch user engagement through onboarding, training, office hours, and hands-on support to drive adoption
- Building trusted relationships with users and creating environments for frequent, candid feedback
- Observing how products fit into real workflows and identifying friction points or unmet needs
- Combining user feedback, usage data, and operational signals to understand what is working and what needs iteration
- Translating user insights into actionable recommendations for product, design, and engineering teams
- Defining and tracking program health, adoption, user sentiment, and operational outcomes
- Maintaining visibility into priorities, progress, dependencies, and risks across the team's portfolio
- Preparing clear, decision-oriented updates and recommendations for senior leadership
- Improving the team's planning and execution practices while keeping processes lightweight
The role involves working directly with users and providing hands-on support while products are new. You'll help take new software products from early planning through launch, adoption, and rapid iteration toward product-market fit. You'll also lead significant operational and organizational change alongside technical product delivery.
REQUIREMENTS:
- 7+ years of experience in technical program management, product operations, or similar role leading complex software initiatives
- Independently led multiple high-impact programs involving several technical and business teams
- Experience taking new software products from early planning through launch, adoption, and rapid iteration toward product-market fit
- Strong technical fluency; ability to partner with engineers on architecture, integrations, data dependencies, security, reliability, and delivery tradeoffs
- Demonstrated ability to build trust with users, ask good questions, and obtain candid feedback
- Ability to identify patterns across qualitative feedback, usage data, and operational signals and translate them into actionable recommendations
- Experience leading significant operational or organizational change alongside technical product delivery
- Ability to influence senior leaders, drive difficult decisions, and build alignment across teams with competing priorities
- Capacity to identify and address strategic or execution gaps without waiting for detailed direction
- Clear and direct communication across technical teams, operational partners, users, and executives
- Comfort moving between organizational strategy and detailed, hands-on execution
- Ability to bring structure to fast-moving work without adding unnecessary process
- Curiosity about how AI can change the way organizations operate and how people work
