OpenAI's Industrial Compute organization is building advanced AI infrastructure ecosystems in partnership with cloud providers, hardware manufacturers, utilities, and construction partners. The Infrastructure Delivery Operations team ensures large, complex infrastructure programs execute predictably across planning, design, construction, hardware deployment, commissioning, and operational handoff. As Technical Program Manager, you will orchestrate cross-functional delivery programs spanning multiple organizations, ensuring dependencies remain synchronized from early planning through production readiness. Rather than owning individual engineering disciplines, you will own program health—coordinating engineering, construction, operations, supply chain, and partner organizations into a single execution model. Key responsibilities include leading cross-functional execution for infrastructure delivery programs from planning through operational handoff; building integrated program plans spanning engineering, construction, hardware deployment, networking, commissioning, and operations; identifying schedule risks and dependency conflicts before they impact delivery; developing executive-level reporting on program health, milestones, risks, and decisions; coordinating across Hardware Engineering, Network Engineering, Hardware Operations, Capacity Delivery, Security, Finance, Supply Chain, and external partners; driving operational readiness reviews; building standardized delivery processes and governance models that scale across multiple global programs; managing action tracking, decision logs, risk registers, and escalations; establishing program metrics and KPIs; and partnering with leadership to continuously improve delivery methodologies. Required qualifications: 8+ years leading complex technical programs or infrastructure delivery initiatives; experience managing large cross-functional programs involving multiple engineering organizations; strong understanding of program management methodologies, dependency management, and risk mitigation; experience working with executive stakeholders at multiple organizational levels; proven ability to drive execution across organizations without direct reporting authority; experience developing dashboards, KPIs, and executive reviews; strong written and verbal communication; ability to manage multiple concurrent high-priority programs. Preferred experience includes delivering hyperscale data centers, cloud infrastructure, AI infrastructure, networking infrastructure, or semiconductor manufacturing; familiarity with hardware deployment, commissioning, infrastructure operations, or capacity delivery; experience with external vendors, cloud providers, construction partners, or manufacturing organizations; experience scaling program management organizations or building operational frameworks; and program management certifications (PMP, PgMP, Agile).
