ARQ is a fast-growing fintech redefining cross-border money movement. This Strategy and Operations Manager role owns the global licensing workstream end-to-end, a mission-critical function as ARQ expands across banking, wealth management, payments, and crypto across multiple jurisdictions simultaneously.
You will be the single point of accountability for ARQ's entire licensing pipeline. This includes maintaining a comprehensive source of truth for all active and upcoming license applications, tracking every milestone and deadline, identifying risks early, and driving resolution across teams. You will build and manage structured project plans for each licensing workstream, coordinate with external counsel and local advisors in each jurisdiction, and ensure accountability across product, legal, finance, and operations stakeholders.
Your role bridges regulatory strategy, product, operations, legal, and finance. You will translate complex regulatory requirements into actionable workstreams for product, engineering, operations, finance, and legal teams, owning follow-through on each. You will draft and structure submissions, policy documents, regulatory responses, and internal materials with precision. You will coordinate preparation for regulatory submissions, implementation tables, and go-live audits, ensuring all materials meet the highest standard.
Beyond execution, you will build the licensing function itself. This means designing and continuously improving ARQ's internal systems, templates, and playbooks for managing licensing at scale across multiple jurisdictions. You will develop frameworks for evaluating new license requirements as ARQ enters new markets or launches new products, monitor regulatory developments across key jurisdictions, and advise leadership proactively on licensing implications. You will also support the maintenance and renewal of existing licenses.
You will work directly with senior leadership and external counsel, bringing structure, rigor, and pace to one of the most consequential workstreams in the company. This is an early-stage role with significant ownership and the opportunity to shape a critical function as ARQ scales globally.
REQUIREMENTS:
- 3–6 years of experience in a high-performance environment: MBB management consulting or an early leadership role at a high-growth startup
- Exceptional structured problem-solving and analytical skills; ability to break complex, ambiguous situations into clear plans and drive them to completion
- Outstanding written and verbal communication; ability to synthesize complexity into precise, compelling documents and presentations for senior audiences
- Proven project management and organizational ability; ability to run multiple high-stakes workstreams in parallel without dropping details
- Strong learning velocity and intellectual curiosity; ability to pick up new domains quickly and operate confidently across legal, regulatory, financial, and technical subject matter
- High ownership mentality with a bias for action; comfort operating in fast-moving, early-stage environments with limited structure and high ambiguity
