Voyager Technologies is seeking a Senior Program Controls Analyst to join the Program Planning & Controls team in San Diego or Long Beach. This role is central to ensuring cost-schedule integration, effective program planning, and disciplined execution across a dynamic portfolio of defense, space, and commercial programs serving DoD, NASA, and commercial customers. The Senior Program Controls Analyst will develop, maintain, and analyze time-phased cost baselines, actuals, and forecasts aligned with program schedules. You'll support the development of Performance Measurement Baselines (PMB) and facilitate Integrated Baseline Reviews (IBRs) where required, tailoring processes to contract type, lifecycle phase, and customer expectations. The role involves preparing and analyzing program performance metrics using methods appropriate to each program's contractual needs, including BCWS, BCWP, ACWP, variance analysis, and Estimate at Completion (EAC). A key responsibility is driving the transition implementation of a corporate tools initiative, migrating legacy business forecasting and planning tools to ForProject and its reporting add-on, Empower. You'll interface with corporate finance to ensure program-level financial performance aligns with overall business strategy and supports organizational financial health and planning. The position reports to the Senior Business Operations Manager within the Business Operations department. You'll work with a team of Program Controls Cost and Scheduling analysts, supporting programs that encompass Firm-Fixed Price, Cost-Plus, and commercial contracts, some requiring ANSI/EIA-748-compliant Earned Value Management Systems (EVMS). This is an opportunity to contribute to mission-critical solutions in defense and space technology while managing complex financial and scheduling controls across a diverse program portfolio.
