Oscar Health is seeking a Senior Manager, Portfolio Strategy & Business Cycle Execution to drive end-to-end orchestration of portfolio strategy within the enterprise business cycle across multiple markets. This role serves as the central integrator between strategy and execution, ensuring strategic decisions are defined, sequenced, and finalized on time while enabling successful annual regulatory filings and downstream operational execution (e.g., open enrollment and 1/1 readiness).
Key responsibilities include owning the portfolio strategy intake and governance process, maintaining the single source of truth for portfolio strategy including initiative scope and status, and leading portfolio planning and prioritization in partnership with local markets and cross-functional business partners. You will develop and manage the portfolio roadmap, establish and manage the decision calendar to ensure critical strategy decisions are sequenced and completed on time, and drive on-time decision-making by partnering with leadership and escalating risks.
The role requires ensuring alignment of all strategy decisions to regulatory filing timelines, enterprise planning cycles, and downstream execution milestones. You will embed governance through stage gates and leadership forums to close decisions upstream and reduce downstream disruption. Additionally, you will identify, manage, and escalate cross-functional dependencies between strategy, filings, and operational execution, ensuring downstream teams (Product, Network, Finance, Tech, Ops, Compliance, etc.) have clear inputs to execute.
You will facilitate feasibility assessments for new initiatives, evaluating operational, technical, and regulatory complexity, and partner with cross-functional teams to define implementation requirements including resourcing, systems, timelines, and risks. The role involves owning and continuously refining the intake and prioritization framework, driving clarity on what gets worked, when, and why, and maintaining transparency across leadership on portfolio progress, risks, and decision status.
Requirements include 6+ years of experience in program management, portfolio management, or strategy operations in a complex, cross-functional environment, experience managing large-scale interdependent initiatives tied to critical timelines (regulatory, product launches, enterprise transformations), and expertise in governance, roadmap planning, and executive-level communication. You must be able to drive decision-making and influence senior stakeholders, with experience managing dependencies across Product, Technology, Operations, and Compliance. The position is based in the New York office with a hybrid schedule requiring 3 days in-office per week, with Thursdays as a required in-office day.
