Lightspark is building the Money Grid, modern open financial infrastructure for global payments. The company is seeking a hands-on Regulatory Compliance Officer to manage the compliance framework of its Estonian regulated entity.
In this role, you will own day-to-day compliance operations, reporting to the head of compliance. Key responsibilities include:
- Maintain and update internal policies and procedures, managing review cycles, version control, and approval workflows as products, processes, and regulations evolve.
- Prepare internal compliance reporting, maintain compliance issue logs, and support supervisory reporting to regulators with consistency checks and deadline management.
- Run the compliance monitoring program, including testing adherence to procedures, following up on findings, and tracking corrective actions to closure.
- Prepare compliance assessments for new products and material changes.
- Oversee outsourcing arrangements, including pre-outsourcing analyses, risk assessments, regulator notifications, and review cycles.
- Administer fit-and-proper assessment cycles for managing body members and key function holders.
- Operate conflicts-of-interest and market-abuse controls, including disclosures, declarations, reviews, and approvals.
- Support complaints handling, including reviews, root-cause analyses, and consistency checks.
- Organize compliance training and maintain training records.
- Monitor EU and Estonian regulatory developments and prepare management summaries.
- Collaborate with Legal, Risk, AML, Operations, Product, and Finance to embed compliance into daily operations.
This is a second-line compliance role where regulatory knowledge and consistent application matter equally. You will work closely with management and cross-functional teams, providing practical compliance support that enables business growth while managing risk appropriately.
REQUIREMENTS:
- 3+ years of compliance, legal, internal audit, or financial supervision experience at a financial institution (e-money, payment, bank, or crypto-asset service provider), public authority, or advisory firm serving these sectors.
- University degree in law, finance, business, or comparable field (preferred).
- Solid foundation in EU financial services regulation, including EMD, PSD2, MiCAR, EBA and ESMA guidelines, and Estonian regulatory framework and supervisory practice.
- Strong attention to detail and discipline in maintaining registers, records, and deadlines for supervisory review.
- Precision in drafting clear, formal, and plain-language documents and policy redlines.
- Sound judgment on independent resolution vs. escalation; independence to operate as a second-line function.
- Strong organizational skills managing recurring deadlines and ad hoc requests in fast-paced regulated environments.
- Good communication skills explaining compliance requirements in practical terms to non-compliance audiences.
- Experience with fit-and-proper assessments, outsourcing oversight, supervisory reporting, or compliance monitoring programs (a plus).
- Fluency in Estonian and English with strong command of professional legal and regulatory vocabulary in both languages.
