Fuse is building a fusion energy company with a mission to accelerate the world's transition to fusion while safeguarding humankind. The company is seeking a Facility Security Officer (FSO) / Insider Threat Program Senior Official (ITPSO) to establish and operate a facility security program from the ground up.
This is a build-from-scratch role requiring someone with prior FSO experience who can operate independently as the program matures. The FSO/ITPSO will serve as the company's designated Facility Security Officer, fulfilling all NISPOM-required duties and guiding the organization through Federal Facility Clearance (FCL) sponsorship, including required documentation (SF-328, DD Form 441) and coordination with the sponsoring agency and DCSA.
Key responsibilities include:
- Serving as the company's designated FSO and ITPSO
- Guiding FCL sponsorship and supporting FOCI mitigation processes (Security Control Agreement, Affiliated Operations Plan, or similar)
- Standing up and managing the insider threat program required under NISPOM
- Managing personnel security clearance processing, including initiating, tracking, and maintaining clearance investigations and periodic reinvestigations
- Developing and maintaining facility security policies, procedures, and training for NISPOM compliance
- Conducting security education and awareness training for cleared and uncleared personnel
- Coordinating with the Head of Security and IT/CMMC GRC function to align facility security with broader CMMC/NIST SP 800-171 compliance
- Maintaining required records, self-inspections, and reporting to DCSA and government stakeholders
The company values obsessive attention to detail, genuine care for outcomes, urgency, accountability, and good-faith collaboration. The FCL sponsorship request has already been submitted, and FOCI mitigation work is expected to begin within 30–45 days, requiring expedited support.
REQUIREMENTS:
- Prior experience serving as a Facility Security Officer (FSO), including hands-on experience obtaining or standing up a new Facility Clearance (FCL)
- Working knowledge of NISPOM requirements for FSO and ITPSO roles
- Experience managing personnel security clearance processes (initiating investigations, eApp/e-QIP, adjudication coordination)
- U.S. citizenship (required for FSO/ITPSO eligibility)
- Ability to obtain and maintain a personnel security clearance at the level required to perform FSO duties
- Strong program-building skills; comfortable creating policies, processes, and training from scratch
- Ability to work onsite in Albuquerque, NM
- Willingness to undergo background investigation as part of clearance process
- ITAR compliance: U.S. citizen, lawful permanent resident, protected individual, or eligible to obtain required authorizations from U.S. Department of State
PREFERRED QUALIFICATIONS:
- Direct, hands-on experience obtaining an FCL for a company that did not previously hold one
- Experience standing up a facility security program and insider threat program from initial sponsorship through DCSA approval
- Experience supporting or leading a FOCI mitigation action (SCA, AOP, Voting Trust Agreement, or similar)
- Completion of CDSE FSO Program Management Curriculum for Possessing Facilities; ISOC or ISP certification a plus
- Experience working in a subsidiary or multi-entity corporate structure with a foreign-influenced or FOCI-relevant parent
- Familiarity with CMMC Level 2 / NIST SP 800-171 requirements as they intersect with personnel and facility security
