Nearmap is seeking a Regulatory Affairs Director to build and lead the company's insurance regulatory affairs function. This is a foundational role with immediate impact, owning Nearmap's regulatory strategy, customer advisory, and filing program as state regulators and departments of insurance actively shape how aerial imagery and AI can be used in underwriting and rating. You will serve as Nearmap's regulatory face across the insurance industry, acting as the named contact throughout the filing lifecycle from pre-filing consultation through objection response and post-approval maintenance. You will own Nearmap's regulatory strategy, determining where the company will register, what it will file, and how. This includes partnering with insurance carriers to jointly design regulatory approaches and leading objection response strategy with inputs from actuarial and data science teams. You will own the end-to-end rate filing program to support carrier filing programs, including scoping, materials, submission coordination, tracking, objection response, and close. You will maintain a state-by-state command of filing requirements, permissible confidentiality treatment, and filer eligibility. You will coordinate cross-functional teams to build and maintain a rate filing materials library with model memos, validation summaries, and methodology documentation for every Nearmap attribute and score used in rating. You will monitor regulatory filings across all states and maintain an up-to-date database of rating plans using aerially derived data. Beyond compliance, you will help shape the rules themselves. You will track NAIC, NAMIC, and NCOIL activity on insurance AI and imagery, represent Nearmap's perspective in those venues, and advise product and data science on filing implications before new attributes ship, ensuring regulatory risk is designed out and products are released in a filing-ready state. You will also equip the sales, sales engineering, and customer success teams with accurate positioning on what Nearmap's filing history does and does not transfer to a given state, and build the filing schedules, metrics, and playbooks the insurance vertical works from. Nearmap's data is already approved in more than fifty rate filings, and the company maintains a working database of state bulletins and legislation. What is missing is a single owner to build the function and establish the playbooks and positions Nearmap stands behind. You will report into Insurance Product, putting you close to where new attributes and scores are designed, and will work daily with data science, actuarial, Legal, and customer-facing teams. **Requirements:** 8 to 12 years in property and casualty rate filings, regulatory affairs, or state product management, with personal lines property experience preferred. Hands-on experience managing complete filing lifecycles and interacting directly with state insurance regulators; California experience is a significant advantage. Experience preparing regulator-ready materials including filing narratives, methodology summaries, actuarial exhibits, statistical plans, forms, and rate pages. Bachelor's degree in insurance, actuarial science, public policy, or related field, or equivalent professional experience. Must have deep knowledge of SERFF and multi-state prior-approval processes, and understand which states behave differently and why. Ability to translate model documentation and validation output into language a regulator will accept on the first submission. Must manage many parallel deadlines outside your control without dropping them. Ability to hold your own in a room with carrier actuarial and regulatory teams. Strong written and verbal communication skills, with ability to explain technical methods to reviewers without losing substance. Stand-out qualifications include actuarial credentials such as ASA or ACAS, relevant regulatory training or certification, prior regulator-side experience inside a department of insurance, experience with AI/predictive model/catastrophe model filings and familiarity with model governance frameworks, and experience standing up or maintaining advisory or rating organization status. You will be successful if you are comfortable being the first person in a function and writing the playbook while work is live, calm under deadlines set by others, commercially aware (understanding that filing approval is a revenue event), and a strong communicator in writing, conversation, and with regulators.
