The Proposal Manager will own the end-to-end proposal development lifecycle for government (DoD, Intelligence Community, civil) and commercial opportunities, including RFI/RFP/SBIR/BAA responses. This is a newly built function, offering the opportunity to establish structure and rigor from the ground up.
Key responsibilities include: developing proposal schedules, compliance matrices, and outlines to ensure full solicitation compliance; writing, editing, and coordinating proposal content with subject matter experts across engineering, product, and business development; running color team reviews (pink/red/gold) and incorporating feedback; building and maintaining reusable proposal content libraries, past performance writeups, and boilerplate materials; tracking proposal pipeline and win/loss outcomes; and supporting capture activities (competitive intelligence, teaming coordination, customer call prep) as needed alongside BD team members.
The role requires 5–10 years of proposal writing and management experience, with strong understanding of federal procurement processes (FAR, solicitation types, compliance requirements). Ideal candidates have experience with government proposals in the aerospace, defense, or technology sectors, familiarity with proposal management tools and systems, excellent writing and editing skills, and the ability to coordinate across multiple stakeholders under tight deadlines.
