Cape is America's privacy-first mobile carrier founded in 2022, building its own network infrastructure from the ground up to deliver privacy and security features unavailable from legacy carriers. The company serves consumers, businesses, and government agencies, recently closed Series C funding in March 2026, and is scaling rapidly. The Proposal and Capture Manager role sits at the center of Cape's growth engine, owning opportunities from early market research and capture planning through proposal development and contract award. This is a hands-on position for someone comfortable owning processes end-to-end in a fast-paced environment. Key responsibilities include: Market & Capture Strategy: Conduct market research using tools like SAM.gov and subscription intelligence services to identify new business opportunities. Monitor emerging programs, solicitations, and customer priorities. Perform competitive analysis to inform opportunity qualification and teaming decisions. Develop both strategic (pipeline-level) and tactical (opportunity-specific) capture plans aligned to growth targets. Develop win themes and strategic messaging for customer engagements. Represent the company at industry days, conferences, and customer meetings. Proposal & Content Development: Own and write responses to government and commercial RFIs, RFQs, RFPs, and white papers ranging from capability statements to large multi-volume technical proposals. Coordinate with technical subject matter experts to translate engineering capabilities into clear, compelling narratives. Provide proposal strategy recommendations. Build and maintain a reusable content library to improve proposal speed and quality. Own the proposal development process end-to-end with focus on continuous improvement. Pricing & Deal Support: Support development and implementation of pricing strategy for assigned portfolio. Coordinate cross-functional inputs from finance, contracts, and program management to ensure pricing and terms are accurate and competitive. Cross-Functional Collaboration: Serve as connective link between growth/BD, engineering, program management, legal, finance, and executive stakeholders. Translate customer priorities into internal roadmap input. Flag new opportunities to internal stakeholders. Required qualifications: 3-5 years in business development, capture management, proposal writing, or related government/defense contracting roles. Current active US Secret clearance. Strong understanding of government procurement processes and full capture/proposal lifecycle. Excellent written and verbal communication skills. Comfortable working across diverse stakeholders in fast-paced, deadline-driven environment. Strong organizational skills managing multiple concurrent pursuits. Self-starter mentality. Willingness to travel for customer meetings and industry events. Bachelor's degree or equivalent practical experience. Nice-to-have: Experience with federal proposal responses and demonstrated success capturing multi-million dollar contracts.
