Neko Health is building a prevention-first healthcare platform that combines proprietary technology with clinical care to deliver personalized health insights in a single non-invasive visit. The company is expanding into Germany and seeking a People Partner Lead to build and scale the clinical organization from the ground up. PHASE ONE: BUILD THE FOUNDATION (PRE-LAUNCH) You will establish Neko's German employment framework in partnership with legal counsel, People Ops, and Workforce Planning teams. This includes designing contracts, working-time models, rostering, pay structures, policies, payroll systems, and people infrastructure. You'll design the clinic organization and staffing model from a blank sheet, sized to Neko's market ambition rather than just the first clinic. You'll own the launch workforce plan, contracting model, and reward strategy (pay, pension, equity) in a German context. You'll build a German clinical employer proposition and create a playbook for future market expansion. Key pre-launch responsibilities: - Design workforce policies (scheduling, pay, performance) with German labor law and co-determination requirements in mind from day one - Work with legal counsel to determine the right structure for German clinic operations - Ensure people systems and tools comply with German labor regulations PHASE TWO: RUN CLINICAL PEOPLE STRATEGY LIVE Once clinics launch, you'll be the day-to-day People partner across German clinical leadership, from senior operations and medical leaders through frontline clinic managers. You'll spend real time in clinics, reading member experience as a signal of team resourcing, structure, and leadership effectiveness. You'll coach clinic leaders through hiring, performance management, and difficult conversations while building leadership capability and multi-way feedback culture. You'll support first-time clinic managers in building confidence and steady leadership habits. You'll hold the staffing model against the growth plan, accounting for German absence, leave, part-time realities, clinical qualification pipelines, and labor market constraints. You'll translate central People programmes into clinic-ready practice and call out where centralized approaches miss frontline reality. You'll revisit pre-launch decisions as clinics run, applying data and AI to sharpen decision-making and reduce manual effort. You'll lead change from decision to genuine adoption, bringing clinic teams along without pausing delivery. BEYOND GERMANY You'll help drive the global People Partner team's clinical strategy and bring German clinical reality into that team's agenda. You'll support the wider European market as it grows and other markets as needed. REQUIREMENTS - 8+ years as a senior People or HR Business Partner leader, working across senior leadership levels and frontline leaders of larger teams - Builder's mindset: comfortable starting from a blank sheet, with experience opening or scaling operations in Germany or building a German people function from close to nothing - Deep, practical command of German employment law and co-determination, with judgment to know when to bring in counsel - Germany is the core requirement; multi-market European experience strongly preferred (Sweden a significant plus) - Experience building a staffing model that scaled on an opening cadence and localizing reward in Germany (pay, pension, equity) - Comfortable in both pre-launch ambiguity and running something live with discipline - Ability to move at business pace and lead people through change (reorganizations, new operating models, rapid scaling) while maintaining trust and delivery - Holds both local delivery mandate and cross-market strategy seat simultaneously, at pace - Fluent with people data and AI in your own work; ties people decisions to member experience - Fluent German and English, based in Berlin, ready to spend regular time in clinics
