Salary: USD 70,000 - 90,000 / annual
Via is a transportation technology company transforming public transit systems into smart, data-driven networks. As Operations Manager, you will support Via's local team in Rochester and regional services across the Central Region, serving as the HR operations backbone for frontline employees and local operations.
You will own end-to-end employee lifecycle processes including onboarding, offboarding, pre-employment requirements, and documentation. Key responsibilities include managing workers' compensation and unemployment claims with timely processing and compliance; serving as a trusted employee advocate providing day-to-day support, handling inquiries and investigations, and fostering an inclusive workplace culture; leading employee engagement and recognition initiatives; supporting payroll processes and administering employee benefits including open enrollment; maintaining accurate employee records and ensuring policy/regulatory adherence; partnering on recruiting efforts including interviews, offers, and pre-hire screenings; leading sensitive employee relations matters including terminations and required documentation; representing the company at job fairs and community events; acting as liaison with local partners and vendors; and collaborating with central HR teams on best practices and process improvements.
This is a hands-on, one-team culture role where you'll roll up your sleeves across multiple initiatives. You'll work closely with Via's core HR team as a trusted partner, providing a safe space for feedback and ensuring strong employee relationships. The role requires 5 days per week in-person presence in Rochester with regular travel to other sites.
REQUIREMENTS:
- Minimum 3+ years of experience in HR operations, employee relations, talent acquisition, or similar role
- Experience working with unionized employee populations and understanding of collective bargaining agreements
- Knowledge of employment laws and regulations (FMLA, ADA, FLSA, etc.)
- Strong interpersonal and communication skills with ability to handle sensitive situations effectively
- Detail-oriented and highly organized with process-driven mindset
- Proven ability to work in fast-paced, dynamic environment and manage multiple priorities
- Comfortable with ambiguity and flexible in adapting to changing needs
- Based in Rochester, MN area and comfortable working in person 5 days per week
- Union experience is a plus
