You will be the regional HR Generalist for the Middle East & Africa region, based in Rabat, Morocco. This is a hands-on, autonomous role requiring deep expertise in local employment law and HR operations. You will be the single HR point of contact for the region, reporting to the Paris HR team while maintaining local compliance and operational excellence.
KEY RESPONSIBILITIES:
Local Compliance & Employment Law: Own compliance with the Moroccan Labour Code across the employee lifecycle (contracts, trial periods, working time, leave, termination, severance). Adapt group employment contracts, internal work rules, and HR policies to local requirements. Manage relationships with labour inspectorate and local authorities; handle filings, registrations, and inspections. Own employee representation obligations (elections, meetings, staff representative relations). Keep leadership informed of regulatory changes affecting the MEA region.
Payroll & Social Declarations: Own the monthly payroll cycle with local provider; prepare, validate, and cross-check variable inputs (absences, overtime, bonuses, new hires, leavers). Ensure correct and timely social and tax declarations. Manage mandatory and supplementary benefits including medical cover and pension arrangements.
HR Operations & Personnel Administration: Manage employee situations end-to-end (disciplinary procedures, conflict resolution, sensitive cases). Handle personnel administration (contracts, amendments, employee files, employment certificates, HR documentation). Run absence and leave management in HiBob; maintain accurate regional HRIS records. Own work authorization for foreign nationals (employment authorizations, residence formalities, filings).
Onboarding, Offboarding & Mobility: Run regional onboarding using existing framework adapted to local practice. Coordinate relocation and mobility between France, Switzerland, Morocco, and US entities. Handle offboarding with correct local formalities and proper information handover.
Manager & Employee Partnership: Act as visible, accessible, trusted HR point of contact in the office daily. Support regional leadership and line managers with operational HR answers grounded in local law. Address employee concerns promptly and pragmatically. Partner with Paris HR team to align regional practice with group policy while maintaining local compliance.
REQUIREMENTS:
- 5+ years proven experience in HR Generalist or HRBP role in Morocco
- Deep, practical command of the Moroccan Labour Code
- Hands-on ownership of payroll and social declarations with local provider
- Established relationships with local authorities, counsel, and providers; judgment to know when to escalate
- Experience handling work authorization and residence formalities for foreign nationals across MEA region
- Demonstrated ability to operate as sole HR in a location — autonomous, structured, reliable
- Comfortable working to group standards set elsewhere; confident pushing back when local law requires it
- Experience in fast-growing or newly established entity; exposure to HR practice elsewhere in MEA a plus
- Strong prioritization skills; able to manage high volume and competing demands in fast-paced environment
- Pragmatic business partner mindset; works with business to find solutions, not obstacles
- Ability to handle sensitive and confidential information with discretion
- Full professional fluency in French and English (written and verbal); Arabic a plus
