Salary: USD 132,000 - 154,000 / annual
Peregrine Technologies, backed by leading Silicon Valley investors, is seeking an experienced Federal Proposal Manager to lead the development and execution of competitive proposals in response to U.S. Federal government solicitations (RFPs, RFIs, RFQs, BAAs, and Sources Sought). The company provides an AI-enabled platform that transforms siloed data into operational intelligence for public safety organizations, state and local governments, federal agencies, and private institutions. Currently supporting hundreds of customers across 30+ states and two countries, Peregrine is expanding its Federal business and needs a proposal expert to shepherd opportunities through the solicitation process.
In this role, you will own the proposal lifecycle end-to-end—from opportunity kickoff through submission—ensuring compliance, quality, and win-theme alignment across technical, management, and cost volumes. You will serve as the critical point of contact between sales, capture, legal, finance, contracts, operations, and leadership. Key responsibilities include developing compliance matrices and schedules aligned to solicitation requirements; leading color team reviews (Pink, Red, Gold) and driving resolution of feedback; coordinating inputs from cross-functional teams including subject matter experts and technical teams; facilitating proposal kickoff meetings, storyboarding, and win-theme development sessions; managing proposal production, formatting, and final submission via SAM.gov and agency portals; and tracking proposal metrics to support post-submission debriefs and lessons learned.
You will build out Peregrine's Federally focused proposal capability and process, implementing proposal infrastructure including reusable materials, proposal tools (AI, third-party platforms), and standardized processes. You will develop both partner and direct proposal approaches while maintaining Peregrine's fast-moving culture within Federal procurement constraints. Strong internal communication skills are essential to help stakeholders understand options and tradeoffs for informed decision-making.
REQUIREMENTS:
- 7+ years managing Federal proposals (DoD, civilian agencies, or intelligence community preferred)
- Strong knowledge of Federal acquisition processes and proposal compliance standards (FAR/DFARS)
- Experience with Shipley or similar proposal methodologies
- Excellent writing, executive-level communication, editing, presenting, and stakeholder management skills
- Proficiency with MS Office/SharePoint; experience with proposal management software a plus
- Active or eligible for security clearance a plus
- Bachelor's degree required; APMP certification a plus
- Located in the Washington, DC area and willing to come into downtown office 4 days/week
