Salary: USD 230,000 - 250,000 / annual

Valar Atomics is seeking an experienced Facility Security Officer (FSO) to build and manage the company's industrial security program. This is a hands-on, program-building role at a Series A advanced nuclear energy company focused on making clean, high-temperature nuclear power scalable for industry and next-generation manufacturing. The FSO will be appointed in writing by the Senior Management Official, serve on the key management personnel list, and supervise measures to protect classified information and comply with export control regimes. This role reports directly to senior management and coordinates across IT, Legal, HR, Contracts, and site security. Key responsibilities include: **Industrial Security & Compliance**: Administer the industrial security program under 32 CFR Part 117 (NISPOM), manage Controlled Unclassified Information (CUI) requirements under 32 CFR Part 2002, and maintain working knowledge of U.S. export control regulations including ITAR (22 CFR Parts 120-130), EAR (15 CFR Parts 730-774), and 10 CFR Part 810 as applied to nuclear technology. **Facility Clearance & FOCI**: Maintain company facility clearance and KMP records, coordinate facility clearance changes, administer foreign ownership, control, or influence (FOCI) mitigation requirements, and ensure security provisions flow down to subcontractors. **Personnel Security & Access**: Oversee clearance and access authorization processes from initiation through debriefing, manage visit requests and foreign visitor coordination, and validate need-to-know access under Technology Control Plans. **Information Protection**: Ensure classified information and CUI are properly received, marked, transmitted, stored, accounted for, and destroyed. Lead response to suspected spills, loss, compromise, or unauthorized disclosure. **Inspections & Incident Management**: Conduct annual NISP self-inspections, track corrective actions, serve as company representative during government security reviews, and report security incidents under applicable requirements. **Technology Control Plans**: Build, implement, and maintain TCPs for controlled nuclear technology, screen foreign nationals against approved TCPs, and support export control in maintaining technology classification records and license tracking. **Facilities & Systems Coordination**: Coordinate security requirements for classified and controlled areas with site security and facilities staff, and coordinate with the Information System Security Manager on classified and CUI system requirements. **Training & Leadership**: Deliver security briefings, annual refresher training, derivative classification training, and debriefings. Advise executive management on security risks and coordinate with DOE, DCSA, NRC, and customer security offices. **Requirements**: - U.S. citizenship and ability to obtain and maintain personnel security eligibility and access authorization at the facility clearance level - Bachelor's degree or equivalent combination of education, military service, and relevant experience - 10+ years in federal industrial or facility security, including direct responsibility as an FSO or for an industrial security program - Demonstrated experience building and operating a security program, including written procedures, personnel security, information protection, training, self-inspection, records, and corrective action - Working knowledge of 32 CFR Part 117 (NISPOM), applicable CUI requirements under 32 CFR Part 2002, and distinction between classified information and CUI - Working knowledge of U.S. export control regulations (ITAR, EAR, 10 CFR Part 810) and their application to controlled nuclear technology, technology control plans, and foreign national access - Experience obtaining, maintaining, or upgrading a facility clearance and carrying a program through government security inspections or assessments - Ability to explain security requirements clearly, exercise sound judgment, and resolve issues with management and government security representatives - Hands-on experience with government personnel and facility security systems, accurate recordkeeping, and learning agency-specific systems - Completed applicable FSO training, or ability to complete CSA-required training within six months of appointment **Preferred Experience**: - FSO experience at a possessing facility or experience obtaining separate government approval to store classified information - Experience administering FOCI mitigation instruments such as Special Security Agreement or Security Control Agreement - Experience in nuclear, energy, or other highly regulated environment, or standing up a security program at a company without prior security infrastructure - Experience coordinating with export control function on ITAR, EAR, or 10 CFR Part 810 compliance, including technology control plans and foreign national access management
