OpenAI's Global Affairs team is seeking a US Congressional Lead to develop and execute strategies for the company's engagement with the U.S. Congress on legislative and policy priorities related to artificial intelligence. In this role, you will build and manage relationships with House and Senate lawmakers and their staff, with particular focus on committees addressing technology and emerging policy issues. You will support the Global Affairs team in congressional meetings, briefings, hearings, and other government engagements, while collaborating with civil society and industry partners aligned with OpenAI's mission to ensure AI benefits all of humanity.
Day-to-day responsibilities include tracking emerging congressional policy issues, coordinating cross-functional engagement with legal, policy, and communications teams, developing briefing materials, preparing OpenAI leaders for congressional hearings and government engagements, and representing the company in private and public forums. The role is based in Washington, DC and may require frequent travel to meet with key stakeholders.
You should be well-versed in emerging AI technologies and their congressional policy implications, an effective coalition builder comfortable in high-performing peer-led teams, highly organized, and passionate about both the promise and responsible development of AI. The ideal candidate combines strategic thinking with sound political judgment, excellent communication skills for diverse audiences, and the ability to execute rapidly in dynamic environments.
REQUIREMENTS:
- 8+ years of demonstrated experience and credibility working with the U.S. federal government, particularly the legislative branch
- Demonstrated knowledge of U.S. government institutions, legislative processes, and AI-related policy issues and debates
- Substantial experience working with Congress, with strong preference for House or Senate Judiciary Committees, House Oversight and Government Reform Committee, or other relevant committees
- Strong bipartisan relationships and sound political judgment
- Track record of effectively working with cross-functional teams (communications, policy, legal)
- Outstanding personal integrity and sound judgment
- Ability to execute in fast, flexible environments through rapid analysis, decision, and action cycles
- Excellent communication, presentation, and interpersonal skills; ability to convey complex technical and policy concepts to diverse audiences
- Strong strategic thinking, problem-solving, and project management skills
- Genuine care and knowledge about technology's impact on society
