Salary: USD 200,600 - 236,000 / annual
Oura is seeking a Director of Technology Business Operations to build and lead IT's strategic planning, prioritization, and financial governance function from the ground up. You will establish a shared framework for planning, prioritization, and spend visibility across Oura's 70-person IT organization managing approximately 300 applications.
You will own the strategic layer for IT—value-based planning, prioritization, and governance—while architecture, delivery, data platforms, cloud infrastructure, and AI enablement remain with their respective teams. Starting as the sole builder, you will manage a contractor bridge (Portfolio Manager and Analyst), then hire, lead, and develop a target-state team of 2–3 FTEs (Analyst, Portfolio Manager, Strategist).
Key responsibilities include:
- Building IT's strategic planning system: annual planning cycle, multi-year technology plan, business cases, and investment narratives
- Establishing a shared, visible prioritization and governance model for IT work to eliminate informal decision-making and repeated re-litigation across teams
- Owning financial operations in partnership with FP&A: cost-center modeling, contractor vs. FTE spend tracking, named application ownership, forecasting, and consolidated visibility of total IT spend and renewal exposure across a technology budget in the upper tens of millions
- Managing procurement, contracts, and renewals: building renewal calendars, negotiation packets, and an application inventory with named service owners
- Administering contractor and SOW management and workforce operations across multiple countries
- Running IT's executive operating cadence: all-hands meetings, monthly updates, quarterly roadmap reviews, leadership meetings, and business reviews as a systematic process
This is a hybrid role based in San Francisco.
Requirements:
- 12+ years of IT experience, including 4+ years leading IT strategy for a fast-growing company (value assessments, prioritization frameworks, multi-year planning, scaling technology investment)
- Strong operational discipline with familiarity with Technology Business Management (TBM) or comparable technology operating model for governing spend, portfolio, and value
- Experience partnering with FP&A, Procurement/Legal, Enterprise Architecture, and cross-functional stakeholders without owning their processes
- Exceptional executive-level communication skills; ability to present the department upward and outward is an explicit screening criterion
- Demonstrated ability to build strategic planning, financial, and governance processes from scratch in cross-functional environments; comfortable operating as hands-on sole builder and manager of a small team before scaling to FTEs
- Clear scope discipline: able to operate as the strategic/prioritization layer without drifting into architecture, delivery, or platform ownership
- Daily use of LLM assistants/agents (e.g., Claude) for research, drafting, analysis, and problem-solving, with judgment about when AI is appropriate and verification of output
- Ability to identify which recurring processes (renewal tracking, planning-artifact assembly, spend consolidation, reporting) should shift from manual to AI-assisted work and build that into team workflows
