Qover is a fast-growing, pan-European InsurTech scale-up pioneering embedded insurance. The company orchestrates digital insurance programs across multiple territories, empowering leading digital platforms and enterprise partners to offer coverage to their customers. Operating under dual regulation from the Financial Services and Markets Authority (FSMA) in Belgium and the Financial Conduct Authority (FCA) in the UK, Qover is seeking a Compliance Officer to join its Legal, Insurance & Compliance (LINC) team. Reporting directly to the General Counsel with a direct channel to the CEO, you will serve as a core pillar of the compliance function, maintaining and scaling a robust compliance and privacy architecture that supports commercial growth while navigating complex European and UK regulatory requirements. Key responsibilities include: **Compliance Governance & Monitoring**: Own day-to-day compliance governance tasks across internal stakeholders. Draft quarterly compliance roadmaps, retrospectives, and annual Compliance Reports for leadership. Organize and lead quarterly Compliance Steering Committee meetings. Draft, review, and update compliance policies. **Regulatory Reporting & Relations**: Coordinate and submit mandatory periodic reports to the FCA via RegData and Connect platforms (financials, complaints, Appointed Representatives). Ensure ongoing FSMA intermediation compliance, maintain regulatory declarations, and handle exempted ancillaries declarations. Manage UK Companies House filings (Annual Accounts, Director appointments, Personal Codes) and equivalent corporate maintenance. **Consumer Protection & Product Oversight**: Oversee monthly Consumer Duty monitoring data pipelines (leveraging AI agents), analyze metrics across FCA's four outcomes, and drive operational improvements. Ensure all new and existing insurance products adhere to Product Oversight & Governance (POG) requirements, target market assessments, and distribution oversight standards. **Financial Crime & KYC**: Advise on sanctions screening, PEPS, and KYC compliance requirements. Identify best tools and processes. Lead internal investigations for suspicious activity patterns and collaborate with Risk Carriers on Suspicious Activity Report (SAR) declarations to authorities. **Compliance Monitoring & Audits**: Perform structured QA audits on Customer Care tickets and Claim files, drafting findings and implementation plans. Support external audits conducted by Risk Carriers, supervisory authorities, or external partners. **Employee Training**: Track mandatory continuous training hours for Prescribed Persons and Representatives, and broader employee training on topics such as vulnerable customer handling. **Sustainability & ESG**: Oversee EcoVadis certification, annual reassessment, and vendor ESG due diligence. Manage yearly carbon footprint data collection, draft annual Sustainability Reports, and support the internal Sustainability Committee. You will act as a proactive, autonomous problem-solver and pragmatic business partner across the organization, working closely with the Management Team, Product Owners, Operations, and external partners. **Requirements** Education: Master's degree in Law. Professional certifications are a plus (ICA International Compliance Association diplomas, CAMS for financial crime, or local compliance institute certifications). Professional Experience: 3 to 5 years of professional experience in a compliance function within Financial Services, FinTech, or Insurance sectors. Experience as a standalone Compliance Officer, Compliance Specialist, or In-House Counsel is preferred. Direct experience in insurance is strongly preferred. Regulatory Expertise: Solid understanding of EU insurance distribution regulations (IDD, FSMA framework) and UK regulatory frameworks (FCA, Consumer Duty). Language Skills: Full professional proficiency in English (primary working language). Fluency in French or Dutch is a significant asset. Technical Aptitude: Comfortable working with AI agents, digital tools, and compliance software (e.g., Vanta, ComplyAdvantage, Jira, Confluence). Mindset & Approach: Proactive, highly autonomous problem-solver who takes full ownership of compliance tasks with a "can-do" attitude. Business-oriented and practical attitude, balancing risk mitigation with commercial enablement. Highly structured, organized, and reliable in meeting tight regulatory deadlines. Dynamic, curious, and eager to learn in a fast-evolving scale-up environment. Strong team player with excellent written and verbal communication skills.
