Boulder Care is seeking a Community Engagement Liaison to serve as a trusted on-the-ground representative advancing harm-reduction approaches to substance use disorder care. This hybrid role is based in Spokane, Washington, requiring 3–4 days per week in the community and the remainder working remotely.
You will build and maintain authentic relationships with healthcare providers, community agencies, correctional facilities, treatment centers, and other referral sources across your assigned region. Your primary responsibilities include conducting outreach to develop and sustain partnerships, coordinating enrollment efforts, presenting marketing materials at meetings (in-person and virtual), and tracking outreach effectiveness. You'll identify expansion opportunities, manage referral partner accounts, and meet established productivity and enrollment targets.
Additionally, you'll handle planning and documentation—completing follow-up correspondence within 48 hours, maintaining consistent activity tracking, and participating in weekly team meetings. You'll also contribute to project management by coordinating across regions and collaborating with clinical staff and leadership to develop 6–12 month statewide plans.
Required qualifications include 3+ years of community outreach, business development, sales, or referral management experience within healthcare or hospital systems. You must demonstrate strong account management skills, proficiency with Salesforce (or similar CRM) and Google Workspace, excellent communication and public speaking abilities, and the ability to work autonomously. A current driver's license, proof of insurance, and reliable transportation are essential, as the role requires significant community travel.
Nice-to-have qualifications include knowledge of substance use disorder, experience in hospital discharge planning or behavioral health, familiarity with regional safety-net hospitals, digital outreach experience, and Spanish fluency. You must maintain high ethical standards, demonstrate Boulder Care's core values, and be willing to work flexible hours including evenings and weekends. A dedicated, private workspace with a lockable door and high-speed internet is required to maintain HIPAA compliance.
