Scale's public sector division is seeking a Technical Program Manager to own end-to-end delivery of national security mission areas focused on homeland layered defense. This role bridges customer requirements and engineering execution, translating operational workflows into detailed technical specifications and managing complex, multi-stakeholder programs. Key responsibilities include: - Owning technical execution from initial requirement through deployment and formal evaluation for one or more national security mission areas - Translating operational workflows into Product Requirements Documents (PRDs), Engineering Requirements Documents (ERDs), and executable engineering work - Collaborating with engineering teams during cycle planning to define scope, sequencing, architecture constraints, dependencies, and milestones - Maintaining end-to-end requirements traceability from customer objective through software build, test, and formal deliverable - Managing Jira/GitLab execution and providing accurate inputs into integrated master schedules and program-level planning - Understanding and managing data availability, system architecture, integration dependencies, and technical constraints across high-side networks - Identifying technical blockers early, owning resolution, and escalating critical risks - Partnering with subcontractors and external engineering teams to define interfaces, deliverables, and accountability - Communicating technical progress, risks, tradeoffs, and decisions to engineering teams and senior customer stakeholders Required qualifications: - Active TS/SCI security clearance - 5+ years in technical program management, software engineering, systems engineering, product management, technical consulting, or related technical delivery role - Strong technical literacy across software architecture, APIs, data systems, system integration, and AI/ML-enabled products - Ability to write detailed technical and product requirements for direct engineering execution - Experience driving complex technical programs across multiple engineering and stakeholder groups - Strong understanding of program management fundamentals (requirements traceability, dependencies, risks, schedules, deliverables) - Ability to reason about data availability and software integration constraints in secure or highly regulated environments - Comfort working in secure facilities and air-gapped government systems - Willingness to travel 25–50% for onsite engagements, integration work, user testing, briefings, and formal evaluation events Preferred background includes technical degree in computer science, engineering, mathematics, physics, data science, or related field; proficiency in Python, SQL, or other programming languages; prior experience as software engineer, systems engineer, solutions architect, or technical product manager; and experience building or deploying AI/ML and agentic systems on classified networks.
