OpenGov is seeking a Staff Project Manager for its Professional Services Strategic Projects team. This is a senior individual-contributor role responsible for owning end-to-end delivery of multi-suite, high-complexity government ERP implementations. The Staff PM sits above the Lead/Senior PM tier and below Principal PM, defining and overseeing implementation strategy without direct people-management authority.
Key responsibilities include: owning delivery for one or more multi-suite, multi-department government implementations with cross-workstream sequencing and phased go-live planning; applying matrix program management discipline to coordinate Solutions Architecture, Technical, and Change Management resources without direct reporting authority; establishing and maintaining project governance artifacts (RAID logs, decision registers, escalation paths, configuration-freeze protocols); defining scope boundaries and identifying client-side triggers for change orders; and escalating risks proactively to Principal PM/Sr. Director leadership.
Stakeholder management is central: serve as primary point of accountability for Director- and VP-level client stakeholders throughout the implementation lifecycle; navigate multi-department client governance and competing priorities; deliver structured, client-ready status reporting and steering committee materials; and partner with Sales and PS Leadership on scoping and delivery feasibility assessment.
The role requires defining and enforcing go-live readiness criteria, configuration-freeze processes, and UAT acceptance standards; proactively identifying project-level risks (scope, resource, timeline, client-readiness) and owning mitigation plans; leading root-cause analysis on delivery issues spanning multiple workstreams; and ensuring delivery consistency through adherence to PS methodology and shared tooling (RocketLane, Salesforce).
Coordinate change management activities for assigned implementations, advising client stakeholders on readiness gaps and adoption risk specific to governmental constraints. Act as day-to-day resource and informal mentor for Lead/Senior PMs and Implementation Consultants on the same engagements. Identify delivery trends and raise them to PS leadership with recommendations. Partner with Product and Engineering to route field observations into product feedback.
Required: 5–7 years of progressive program and project management experience in a SaaS environment, including ownership of at least one enterprise-scale, multi-product implementation. Demonstrated experience coordinating across implementation, product, engineering, and sales functions without direct authority. Experience with complex governmental clients or equivalent regulated/public-sector environments.
